About The Position

We are seeking an accomplished Program Manager with full Oracle Certified Master (OCM) credentials and a proven track record leading enterprise IT programs within the U.S. Department of State (DoS). This individual will oversee program execution, ensure alignment with mission requirements, and manage all aspects of scope, schedule, cost, and performance. The ideal candidate combines deep Oracle expertise with federal program management acumen and experience navigating the State Department’s acquisition and technical environments.

Requirements

  • Oracle Certified Master (OCM) credential (Database, Cloud, or equivalent full certification path).
  • 10+ years of progressive program or project management experience in federal IT, including 5+ years supporting State Department contracts.
  • Proven success managing large-scale IT or enterprise application programs (>$50M lifecycle value).
  • Demonstrated success in working with clients for on-contract business growth.
  • Strong understanding of Department of State technical environments, policies, and acquisition processes.
  • PMP or PgMP certification.
  • Excellent leadership, communication, and stakeholder engagement skills.
  • Demonstrated experience managing personnel.
  • Demonstrated experience supporting business development activities, including identifying opportunities, supporting capture tasks, and writing proposal sections.
  • Active Secret clearance; Top Secret preferred.

Nice To Haves

  • Prior experience managing programs under CIO-SP3, Evolve, or other enterprise-wide vehicles.
  • Knowledge of federal information security standards (FISMA, NIST, FedRAMP).
  • ITIL certification and/or Agile Program Management experience.
  • Strong business acumen with the ability to align IT delivery to mission outcomes.

Responsibilities

  • Lead and manage enterprise-level IT programs supporting the Department of State.
  • Serve as the primary point of contact for the Contracting Officer’s Representative (COR), government stakeholders, and subcontractors.
  • Oversee the design, implementation, migration, and optimization of Oracle-based enterprise applications, databases, and cloud solutions.
  • Ensure compliance with contract requirements, SLAs, and government policies.
  • Develop and maintain program plans, budgets, risk registers, staffing plans, and deliverable schedules.
  • Provide leadership and mentoring to technical and functional teams, ensuring collaboration across cross-functional groups.
  • Oversee performance management program for all project staff – mentor team leads and set quantifiable goals for employees.
  • Prepare and present regular program reviews, performance metrics, and executive-level briefings.
  • Anticipate customer needs, propose innovative solutions, and align program outcomes with mission priorities.
  • Serve as the primary client relationship manager within the program office.
  • Support capture, proposal, and business development activities related to follow-on and adjacent State Department opportunities.
