About The Position

HealthRIGHT 360, a nonprofit organization and a family of programs, is committed to providing accessible and comprehensive healthcare services to vulnerable populations. Our mission is to tackle systemic barriers to healthcare and promote health equity for all. We offer a wide range of services, including mental health care, residential and outpatient substance use treatment, and primary health services. Additionally, we provide transitional support for individuals re-entering the community after involvement in the criminal justice system. By integrating physical and behavioral health, we empower individuals to overcome challenges by addressing social determinants of health, fostering resilience, and facilitating recovery. North County Serenity House (NCSH), a residential program of HealthRIGHT 360, was founded in 1966 to provide substance use disorder services in the community. NCSH provides a gender-responsive and trauma-informed environment, using evidence-based and best practices that recognize and account for the role that trauma frequently plays in substance use and criminal histories of women. For clients with co-occurring mental illness, we provide integrated substance use and mental health services which treat both conditions as primary. Our residential facility serves up to 120 women (with capacity for up to 20 children under 5 years of age) seeking recovery from substance use disorders. The Program Manager oversees all aspects of program operations within NCSH Residential. They recruit, develop, and lead a high performing team and ensure that all staff are properly trained to deliver high quality, culturally competent services while adhering to relevant regulations and policies and budgetary constraints.

Requirements

  • Bachelor’s or Master’s degree from an accredited institution, preferably in Health and Human Services, Social Work, Psychology, or related field preferred.
  • High school diploma or equivalent required.
  • Four years of equivalent work experience.
  • Registration or Certification as a Substance Use Disorder Counselor from a certifying agency (CAADE, CADTP, CCAPP) or Registration or Licensure with California Board of Behavioral Sciences (AMFT, APCC, ACSW, LMFT, LPCC, LCSW) preferred.
  • Valid First Aid and CPR certification or ability to obtain within 30 days of hire.
  • Valid California Driver’s License and access to registered and insured transportation.
  • At least 7 years of supervisory experience.
  • Experience with performance management including performance improvement plan, formal written warning, terminations, etc.
  • Experience managing program budgets.
  • Experience working with individuals with substance use disorders and co-occurring disorders.

Nice To Haves

  • Program management experience in a residential treatment setting, recovery, or community mental health clinic preferred.

Responsibilities

  • Oversee program needs such as safety, security, compliance, and accountability.
  • Available after hours and on weekends for emergencies and crisis management.
  • Ensure program activities and deliverables meet quality standards and adhere to relevant regulations and policies.
  • Conduct regular quality reviews of client charts and staff performance.
  • Lead staff meetings to discuss updates, issues, and policies.
  • Create, develop, maintain, and implement systems, policies, and procedures for all aspects of service planning, development, and linkages to other resources, in accordance with county contracts, performance requirement, treatment matrix, scope of work or other program requirements as identified by the county.
  • Identify potential risks and obstacles to program success and develop mitigation strategies to address them.
  • Understand the organization’s strategic vision and find ways to implement and execute the vision at the program level.
  • Allocate resources effectively, including personnel, funding, and materials, to ensure successful program execution within budgetary constraints.
  • Manage clinical treatment and coordinate activities and departments within the facility, ensuring alignment with contracts and license expectations, including new requirements.
  • Ensure the retention and completion of all clients.
  • Ensure that each client receives all services outlines in contracts.
  • Advocate for client rights as mandated by governmental codes and agency norms.
  • Oversee proper handling and transfer of documents and records, including Electronic Health Records (EHR) system management.
  • Conduct regular reports to monitor discrepancies, retention, productivity, and utilization, ensuring timely correction of any issues.
  • Manage staff and volunteers, including hiring, training, supervision, and performance evaluation.
  • Ensure all staff are trained on program policies, procedures, and practices.
  • Provide direct supervision and mentor to direct supervisory staff, offer feedback, and address deficiencies by implementing performance improvement plans and disciplinary actions, when necessary, in collaboration with Human Resources.
  • Identify direct reports’ strengths and weaknesses and strive to develop each team member to their fullest potential.
  • Deliver and arrange training and resources to ensure that staff are successful in their roles.
  • Ensure proper coverage of the program by creating work schedules and approving time away from work.
  • Deliver all communications necessary to all team members to remain current with HealthRIGHT 360’s policies and procedures and to inform them on quality-of-care concerns.
  • Maintain full compliance requirements for registration, certification, or licensure, if applicable.
  • Maintain regular communication with stakeholders, including clients, sponsors, internal teams, to provide updates on program progress, address concerns, and solicit feedback.
  • Attend and actively participate in assigned supervision.
  • Complete all assigned training in a timely manner.
  • Read and respond to emails when appropriate.
  • And perform other duties as assigned.
