About The Position

Information Technology Program Manager USCIS CMASS Program Position Summary We are seeking an experienced Information Technology Manager to lead delivery in support of the USCIS Office of Information Technology, Information Security Division, Risk Management Branch under the Continuous Monitoring and Agile Security Services (CMASS) program. This role serves as the contractor lead for program execution and is responsible for managing staffing, resources, schedules, risks, reporting, and overall performance across a cybersecurity and risk management support environment. The role also supports modernization, automation, and process improvement efforts that strengthen the USCIS Risk Management Program.

Requirements

  • Bachelor’s degree.
  • Seven or more continuous years of program management experience in security operations or a comparable area.
  • Active PMI PMP , PgMP , or equivalent/higher project or program management certification.
  • Active CISSP , CISM , or comparable cybersecurity certification.
  • Fluent knowledge of Agile development and management methodologies.
  • Demonstrated ability to lead teams, manage competing priorities, and drive delivery in a structured, fast-paced federal IT environment.

Nice To Haves

  • Experience leading cybersecurity, risk management, or continuous monitoring programs in a federal environment.
  • Experience supporting NIST Risk Management Framework, FISMA-related efforts, and security governance programs.
  • Familiarity with process improvement, automation enablement, and cross-functional coordination in enterprise IT environments.

Responsibilities

  • Provide overall program management support for planning, execution, and completion of all assigned activities.
  • Manage staffing, capability, and execution plans to deliver services on schedule and within budget.
  • Oversee onboarding, offboarding, work products, resource allocation, performance, and cost management.
  • Serve as the primary point of contact for contract actions, questions, recommendations, and coordination with the Government Program Manager and supporting staff.
  • Identify, track, and resolve risks and issues that could affect performance, cost, or delivery schedule.
  • Prepare status reports, management briefings, and monthly program management review materials.
  • Schedule and support kick-off meetings, PMRs, ad hoc leadership meetings, sprint planning, and day-to-day coordination across teams.
  • Manage project planning activities and performance tracking using Government-provided tools such as Teams Planner.
  • Coordinate with multiple contractor and government stakeholders to support integrated execution across the Risk Management Program.
  • Support continuous process improvement, workflow standardization, automation initiatives, and documentation development as needed across the program.
