As the leader of Austin Energy’s insurance and risk management strategy, you’ll oversee a comprehensive portfolio—including property, cyber, and liability coverage—to ensure robust protection. You’ll forecast and manage a $5M+ insurance budget with precision while negotiating with brokers and carriers to secure optimal coverage and pricing. Your expertise will drive risk mitigation strategies that safeguard operations and ensure compliance with insurance requirements in major contracts and projects. You’ll transform data into actionable insights by building dashboards and reports using tools like Salesforce, Power BI, or Tableau, and collaborate across departments on enterprise risk assessments and strategic initiatives. From partnering with engineers on audits to advising leadership during cyber events, you’ll play a critical role in keeping Austin Energy resilient. Staying ahead of industry trends, you’ll help shape an insurance strategy that supports innovation and long-term success.

Requirements

  • Knowledge of program management.
  • Knowledge of principles and practices associated with assigned program area(s).
  • Knowledge of fiscal planning and budget preparation and monitoring.
  • Knowledge of management principles related to municipal project and program activities.
  • Knowledge of City practices, policies, and procedures.
  • Knowledge of supervisory and managerial techniques and principles.
  • Skill in strategic planning and budgeting.
  • Skill in oral and written communications.
  • Skill in planning, coordinating, and implementing programs and activities.
  • Skill in interpreting, organizing, coordinating, and executing assignments, projects, and programs.

  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to establish and maintaining good working relationships with other City employees, City management, political offices, and the public.

  • Graduation with bachelor's degree from an accredited college or university with major course work in a field related to the job, plus five (5) years of experience in a field related to the job, including two (2) years of experience which were in a supervisory, project or program management capacity.
  • Valid Texas Class C Driver License.

Nice To Haves

  • Extensive experience in insurance program management, risk financing, or commercial insurance brokerage, preferably within the utility, energy, or public sector.
  • Advanced knowledge of contractual risk transfer principles, including experience reviewing and negotiating insurance terms in procurement contracts.
  • Demonstrated experience managing large insurance budgets (e.g., $5M+ annually), including forecasting, cost allocation, and claims analysis.
  • Strong understanding of public entity risk exposures, including the implications of limited or no sovereign immunity.
  • Proficiency in insurance management systems and data analytics tools (e.g., Tableau, PowerBI) to support risk assessment and reporting.
  • Excellent written and verbal communication skills, with the ability to present complex insurance and risk concepts to executive leadership.
  • Experience supporting or participating in joint insurance programs or partnerships (e.g., Texas Nuclear Project, Fayette Power Project).

Responsibilities

  • Develops and implements full-scale complex or multiple programs that may have both internal and external stakeholders.
  • Determines program goals, objectives and resource requirements.
  • Establishes program standards, methods, policies and procedures.
  • Develops, manages and submits proposed budget and forecast planning.
  • Coordinates and collaborates with multiple stakeholders involved in or affected by programs.
  • Monitors and evaluates program effectiveness and implements improvement strategies.
  • Develops, manages, and monitors the program budget and associated projects and provide financial information.
  • Manages, coordinates, implements and monitors projects associated with assigned programs.
  • Interacts with internal and external customers.
  • Investigates and responds to inquiries from the public and other departments.
  • Attends meetings and conducts presentations to Boards and Commissions, City Council Committees, City Council, and other related agencies.
  • May be responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.
