About The Position

The Environmental Resource Protection Program (ERPP) Manager II is responsible for managing services and staff within Environmental Public Health (EPH). The programs and services under this position include Operations and Maintenance oversight of On-site Septic systems and Drinking Water systems, Solid Waste Enforcement, Pollution Prevention & Assistance and Hazard Assessment. Program Manager II position manages program(s) and associated staff that directly impact departments and policies countywide. Incumbents are expected to handle considerable complexity in program budget process and management, with high visibility or impact on significant operations within the County. Incumbents forecast, plan, develop and implement strategies and programs to accomplish goals, priorities and objectives including managing department resources; developing, interpreting, monitoring, adjusting and implementing policies and procedures; and managing daily operations. The Program Manager II role requires advanced expertise in broadly evaluating options, presenting plans, and uniting others in support of programs critical to the goals and objectives to ensure department’s success and protect public health. Program Manager II positions provide management services over a division/section/unit and serve as a management team leader, providing supervision and direction. Incumbents represent the department at various events such as meetings, hearings, training, and bid openings; ensure that department goals, views and positions are served; respond to the most sensitive inquiries and complaints; and resolve operational and policy issues. Sensitivity to community awareness and handling a political environment tactfully is a function of all Program Manager positions. Reporting to the Environmental Public Health Director, the ERPP Manager II ensures the quality, effectiveness, and equitability of Environmental Public Health programs to maintain and improve health outcomes for Clark County residents and visitors. Work is performed in concert with the other ERPP and Environmental Public Health Program Managers to ensure consistency, work unit cross collaboration, strategic program development, innovative service delivery and continuous quality improvement as well as effective application of policies and regulations across all programs. This position offers a remote hybrid work schedule, however, the candidate selected MUST reside in either Washington or Oregon. No exceptions.

Requirements

  • Bachelor’s degree or Master’s Degree in public health, environmental science, environmental health or other relatable field.
  • Experience working with the public or customers explaining environmental or health protection requirements. At least five (5) years of related experience including supervision, or a combination of education, experience and training that demonstrates the ability to perform the work.

Nice To Haves

  • Registration as a Sanitarian is preferred but not required.
  • Working understanding and knowledge of local, State, and federal laws, procedures, principles, and regulations governing On-Site Septic Systems, Drinking Water Systems, and Solid Waste Enforcement, Hazardous Assessment and Pollution Prevention Assistance.
  • Leadership principles and practices including coaching, professional development, recognition, recruitment, and performance management

Responsibilities

  • Work with team and program data to identify and measure the impacts and outcomes of work
  • Assist team in developing, implementing, and evaluating innovative strategies to address customer needs

  • Establish annual professional goals with direct reports with regular monitoring and evaluation
  • Lead review, recruitment and onboarding process for team vacancies or additional positions
  • Organize and delegate daily assignments and projects to team members
  • Address team performance issues within the guidelines set by HR and Union Contract policies
  • Manage team schedules, timecards, leave, remote work and other related matters
  • Apply State, County and department policy expectations
  • Collaborate and maintain communication and relationships with other department programs and county departments

  • Manage budget preparation and administration; monitor and control expenditures; collect operational and administrative information and analyze reports for usage statistics
  • Manage the annual budget development process for the program, and monitor and manage the program budget
  • Evaluate and approve expenditures
  • Guide and oversee team in the development and management of contracts and purchasing
  • Other responsibilities or department support at the direction of the Environmental Public Health Director
