About The Position

Overview Program Manager Location: Winchester, VA or Clarksburg, WV (on-site at FBI facilities) Clearance: Active Top Secret with SCI eligibility Position Summary We are seeking an accomplished Program Manager to lead a large, multi-site team supporting the FBI’s National Name Check Program. This program conducts high-volume, name-based background checks by researching designated FBI systems and completing required vetting procedures The Program Manager serves as the primary interface with FBI leadership—acting as the key point of contact for the CO, COR, and program office—and is fully accountable for day-to-day contract performance, quality, production throughput, and workforce management across all contractor sites.

Requirements

  • Active Top Secret clearance; SCI eligibility and ability to successfully complete FBI CI polygraph.
  • Bachelor’s degree in a relevant field (e.g., Criminal Justice, Public Policy, Business, IT, Data/Analytics).
  • 10+ years of experience managing complex federal programs, including at least 5 years leading large teams (80+ FTE) in an analytical, investigative, or vetting environment.
  • Demonstrated experience managing contracts that support law-enforcement, national security, or background-investigation missions.
  • Proven track record overseeing multi-site operations and meeting stringent SLAs for throughput and quality.

  • National Name Check Experience or Experience with analytical FBI programs.

Responsibilities

  • Contract Leadership & Government Interface • Serve as the accountable leader for all contractor activities under the program. • Act as the primary point of contact for the CO, COR, and government program office; lead regular reviews, status briefings, and issue resolution. • Ensure full compliance with the contract’s Statement of Work (SOW), Service Level Agreements (SLAs), and performance requirements.
  • Operational Management • Oversee day-to-day program operations, ensuring timely and accurate delivery of all program outputs. • Manage workflow, production priorities, and resource allocation across contractor teams and locations. • Coordinate with government counterparts to align operational tempo with evolving mission needs, including surge requirements.
  • People Leadership & Workforce Planning • Lead a diverse team of analysts, team leads, quality staff, trainers, and support personnel. • Maintain staffing coverage across shifts and sites; forecast and plan for changing workload demands. • Oversee recruiting, onboarding, training, and performance management to sustain a high-performing workforce.
  • Quality, Compliance & Risk Management • Partner with quality staff to maintain standards for accuracy, completeness, and policy compliance. • Ensure adherence to applicable federal policies, regulations, and internal procedures. • Identify operational risks, propose mitigation strategies, and work with government stakeholders to resolve systemic issues.
  • Program Controls, Reporting & Continuous Improvement • Manage program cost, schedule, and performance baselines; develop accurate forecasts and variance analyses. • Prepare required reports, dashboards, and narrative summaries for government stakeholders. • Lead continuous improvement initiatives, including process optimization, technology adoption, and operational efficiency efforts.
