About The Position

The Program Manager for the Lawrence County Family Empowerment Program provides strategic and daily oversight to a continuum of community-based services, including Family Wellness, Family Group Decision Making (FGDM), and Family Preservation. This role involves supervising 3–8 staff and interns, ensuring fidelity to service descriptions and RFP expectations, managing data and reports, engaging in collaborative work with child welfare, court systems, schools, daycares, and other community stakeholders. The Program Manager will also provide direct family services as needed.

Requirements

  • Bachelor’s degree in social work, psychology, education or related field.
  • At least two years of supervisory experience, preferably in a community-based or family services setting.
  • Prior experience with child welfare systems, prevention programs, or family engagement services.
  • Must have a valid driver’s license, acceptable driving record and access to reliable transportation.
  • Must have acceptable PA State Police, PA Child Abuse History and FBI clearances.

  • Master’s degree preferred.

Responsibilities

  • Program Oversight and Implementation
  • Oversee referrals, documentation, EMR and Drive monitoring, data collection, and timely reporting.
  • Maintain consistency of services and documentation across Family Empowerment Programs.
  • Develop desk manuals, training guides, and internal procedures in coordination with the Director.
  • Research and implement evidence-based practices and assessments.
  • Maintain accurate and timely communication with the Director of Family Empowerment.
  • Supervision of Staff and Interns
  • Interview, hire, onboard, train, and evaluate program staff and interns.
  • Conduct regular individual and group supervision focused on growth, performance, and productivity.
  • Complete HR documentation, including timecards, PIPs, and performance assessments.
  • Arrange for coverage during staff call-offs, leaves, or vacancies.
  • Community and Stakeholder Collaboration
  • Represent the agency at stakeholder meetings, outreach events, and interagency collaborations (CYS, courts, schools, daycares, etc.).
  • Maintain stakeholder agreements and referral pathways.
  • Assist with service contracts, billing structures, and community engagement.
  • Fidelity Monitoring and Compliance
  • Ensure fidelity to Family Empowerment service models and contract expectations.
  • Monitor documentation quality, regulatory adherence, outcome reporting, and internal policy compliance.
  • Assist with audits, licensing, and internal quality reviews.
  • Direct Family Support and Crisis Intervention
  • Provide direct services to families as needed.
  • Facilitate FGDM and crisis meetings; coach staff on goal-setting and strength-based approaches.
  • Meeting Facilitation and Team Coordination
  • Participate in treatment team meetings, case assignments, and monthly Program Manager meetings.
  • Ensure alignment of staff activities with agency and program goals.
  • Training and Professional Development
  • Provide and coordinate ongoing training for staff, volunteers, and interns.
  • Support trauma-informed practice and professional growth consistent with agency values.
  • Continuous Quality Improvement (CQI)
  • Develop data systems and lead CQI efforts to evaluate outcomes and identify trends.
  • Create and present annual quality reports for each program model.
  • Data Collection and Outcome Reporting
  • Oversee EMR documentation, billing cross-checks, and outcome tracking.
  • Contribute data and narratives for grants and RFP submissions.
