Responsibility to oversee and/or to plan, develop, implement, and evaluate activities for one or more of the department's programs; develops, evaluates, revises, and implements policies, standards, operating procedures, goals, and objectives; coordinates work between County departments, community organizations, and vendors; provides advice and consultation to agency heads, supervisors, employees, and the public; and performs other related duties as assigned. There is one (1) immediate permanent full-time vacancy with the Department of Environmental Management - Wastewater Division in Hilo. (Appointment may be made at any rate within the salary range advertised above at which appropriate qualified applicants can be recruited. Starting salary will be based on the qualifications of the person selected.) The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.

  • Oversees and participates in program planning, development, and implementation work, which may involve work with public, private, or community organizations to plan, develop, and implement programs and activities.
  • Serves as program resource and provides advice and consultation to manager, supervisors, other employees, and the public.
  • Conducts studies and analyses of major, unprecedented, or controversial issues regarding the agency services and operations.
  • Formulates and recommends new or revised policies, operational procedures, program goals and/or objectives.
  • Surveys and evaluates customer/client needs and concerns; recommends new programs, changes or enhancements of current programs, and development of new program activities.
  • Oversees the implementation of new or revised program plans, policies, work processes, systems, upgrades, etc. to ensure proper coordination and appropriate training of customers/clients; takes necessary action to resolve any problems or conflicts that may occur.
  • Collaborates with representatives from other departments, governmental agencies, vendors, and private or community organizations to foster cooperation and effectively implement programs and activities.
  • Drafts vendor contracts and monitors services to ensure compliance with contract provisions; advocates for department/County in discussions with vendor regarding services to be performed.
  • Facilitates the development of Memorandum of Agreements among appropriate stakeholders.
  • Evaluates programs to identify problems, barriers, or processes that impede the effective, efficient, and timely response to customer/client needs; recommends and implements improvements.
  • Oversees the maintenance of records; prepares operational reports; evaluates statistics to ensure achievement of objectives and to implement program changes.
  • Identifies program needs and potential sources of funding from state, federal, and private sources; prepares grant applications and supporting documentation; supervises and/or participates in the management of grants.
  • Keeps abreast of State, Federal, and County laws, ordinances, regulations, and legislation that govern or may impact program; may draft testimony, legislative proposals, or comments as appropriate; evaluates impact and resolves issues or problems.
  • Identifies training needs; organizes and coordinates training for customers/clients.
  • Participates in the preparation of annual budget requests; may attend budget hearings to justify requests.
  • Serves as program liaison and attends meetings with employees, departments, vendors, and private and community organizations regarding program matters.
  • May supervise other professionals and personnel as assigned; oversees personnel related matters.
  • Performs other related duties as assigned.
  • graduation from an accredited college or university with a baccalaureate degree (scan and attach a copy of your official college transcript to your application), and
  • three (3) years of professional experience that involved the conduct of studies and analyses of programs or projects pertinent to that of the department's programs (e.g. management and maintenance of the Wastewater Division's asset management, inventory, GIS, and maintenance management programs) through active participation in the planning, coordination, development, implementation, and/or evaluation process which demonstrated the ability to identify information needs, collect and analyze data, identify problems and alternative solutions, and to recommend an effective course of action, and
  • ability to travel independently to various geographic locations. This requirement may be fulfilled by the possession of a valid State of Hawai`i driver's license (Class 3), a valid comparable driver's license, or use of other means of transportation that meets position needs.
  • Knowledge of: principles and methodology of program planning and development; research and evaluation methods and techniques; report writing; public relations; effective organization and staff utilization; knowledge and understanding of department's programs and activities, operations, processes, goals and objectives, issues and concerns, policies and procedures, regulations; related state and federal laws and regulations pertinent to the department's program; related state and federal agencies, community organizations and agencies, resources, and services that interact with and have an impact on the department's programs and activities.
  • Ability to: plan, organize, coordinate, and implement activities for the development of new or revised programs, policies and procedures; research, analyze, evaluate, and interpret data, reports, and other complex materials, and draft comprehensive reports of findings and conclusions; utilize problem solving techniques in addressing problems, issues, and concerns, and recommend alternative solutions; plan, assign, review, and evaluate work of others; organize and coordinate operational activities; interpret and explain pertinent federal and state policies and procedures, regulations, etc., to a variety of audiences; communicate clearly and effectively, both orally and in writing; prepare clear and concise reports; develop and maintain effective working relationships with others; and speak effectively before groups.
