The incumbent will coordinate training programs and emergency operations drills, assists departments with their emergency and mitigation plans, and develop concepts and budgets designed to mitigate the threat of emergencies for PIT and AGC. Here is how the Program Manager, Emergency Management will help: Develop concepts and budget designs for evaluation of emergency preparedness and response procedures in order to mitigate the threat of emergencies and disasters. Oversee the establishment, submission, and inventory of all organizational emergency response plans. Develop concepts and budget designs for evaluation of emergency preparedness and response procedures in order to mitigate the threat of emergencies and disasters. Ensure the effective mobilization of security, safety and relief services for the Airport Authority. Develop and Lead After-Action Reviews (AAR’s) of major events and incidents, including coordination with outside vendor contracts for specialized AAR’s or similar specialized reviews or plans. Recommend policy changes and monitor procedures and facilities for compliance with FAA and local regulations. Coordinate training programs and emergency operation drills to prepare Airport Authority department staff to respond quickly and effectively to emergencies. Advise departments on their emergency plans and coordinate interdepartmental activities. Lead the coordination of actual or potential emergency preparedness or response efforts. Lead training, drills, and exercises to prepare for and respond to such emergencies indicated in the Airport Emergency Plan for PIT and AGC. Determine changes in requirements for emergency facilities, equipment and supplies, research new technology availability and applicability. Supervise writing, revision coordination, and publishing to ensure the availability of current airport emergency preparedness plans and maps in the Airport Emergency Plan. Coordinate the Business Continuity plan for the Authority. Partner with various departments for the coordination and execution of emergency and disaster management plans with the state, county, ACAA staff, airlines, tenants, FAA, military installation, other federal and local law enforcement agencies, and disaster relief organizations. Assist in the management of designated support systems, including management of warranty services, data base information, and systems training and selection. Ensure the readiness of the Authority’s Emergency Operation Center which is to exist physically and virtually. Develop/Manage the Authority’s Incident Response Team to ensure readiness at all times. Assess impact of Authority projects to the overall safe operation of the facility and coordinates contingency plan development if necessary. Coordinate with various departments on operational support required for special events and established programs. Coordinate with all authority sections to develop new programs and initiatives concerning emergency management. Represent ACAA and the Transportation Sector as a member of the Allegheny County Emergency Planning Committee (Appointed by the Allegheny County Council). Represent ACAA in matters pertaining to the following: Pa Region 13 All Hazards Counter Terrorism Task Force Southwest Pa Traffic Management System Taskforce VA / Federal Coordination Center – National Disaster Medical System Southeast Airport Disaster Operations Group (SEADOG) Manage / Coordinate Emergency Notification Systems, ACAA Radio Frequencies, License’s and General Coordination with Allegheny County Emergency Service, the FCC and other agencies. Represent ACAA during activations of the Allegheny County EOC Perform other related tasks as assigned or required.

Requirements

  • Bachelor’s degree in aviation management, business management, law enforcement, public safety administration or related degree from an accredited college or university.
  • 5 years related experience in airport management, airport operations, or emergency management theory and programs.
  • Current, valid Pennsylvania Class C driver’s license or ability to obtain and maintain the same.
  • Excellent problem-solving and critical-thinking skills.
  • Excellent creative writing and conceptualization skills.
  • Considerable knowledge of the creative process; from ideation through implementation.
  • Ability to influence, motivate, and mobilize teams and business partners.
  • Ability to demonstrate flexibility and adaptability to accommodate different situations and requirements.
  • Considerable task management, organization and team collaboration skills.
  • Ability to make accurate and sound analysis.
  • Ability to communicate courteously, tactfully and effectively with department heads, employees, union officials, airlines and other partners, and the public.

Nice To Haves

  • Certified Emergency Manager (CEM) by the International Association of Emergency Managers preferred but not required
