About The Position

The New York City Department of Youth and Community Development (DYCD) is seeking a Compliance Program Manager to ensure that contracted community-based organizations meet all administrative, programmatic, fiscal, and contractual obligations established by DYCD and City procurement regulations. This dynamic role requires an individual who enjoys working both in the field and in an office setting, conducting scheduled and unannounced site visits and performing desk reviews to assess compliance, monitor performance, and provide direct guidance to organizations. The ideal candidate will thrive in a role that includes frequent travel to provider program sites and administrative locations across all neighborhoods of New York City and New York State, including outdoor program locations. The position involves reviewing and interpreting complex contractual documents, understanding City procurement rules, collaborating with the Contract development Team and Mayor’s Office of Contract Services (MOCS), and staying informed about policy and regulatory updates. The Program Manager is also responsible for ensuring accurate report entry into DYCD’s designated systems and defending findings before oversight entities like the Department of Investigation (DOI) when necessary. This role is key in policy development, staff training, and ensuring the integrity, transparency, and accountability of contracted programs, and includes participation in Contract processing and RFP proposal reviews.

Requirements

  • A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; OR
  • High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; OR
  • Education and/or experience which is equivalent to the above, with at least one year of experience as described in the first option.
  • Ability to review and interpret complex contractual documents.
  • Ability to understand City procurement rules.
  • Ability to collaborate with the Contract development Team and Mayor’s Office of Contract Services (MOCS).
  • Ability to stay informed about policy and regulatory updates.
  • Ability to ensure all reports are accurately entered in DYCD’s designated reporting systems.
  • Ability to defend findings before oversight entities, including the Department of Investigation (DOI), when necessary.
  • Ability to maintain professionalism in diverse settings.

Responsibilities

  • Ensure contracted organizations meet all administrative, programmatic, fiscal, and contractual obligations established by the Department of Youth and Community Development (DYCD) and City procurement regulations.
  • Conduct site visits (scheduled and unannounced) and perform desk reviews to assess compliance, monitor performance, and provide direct guidance to organizations in need of support.
  • Produce thorough reports that provide essential information based on the provider's contractual obligations.
  • Review and interpret complex contractual documents.
  • Understand City procurement rules.
  • Collaborate with the Contract development Team and Mayor’s Office of Contract Services (MOCS).
  • Stay informed about policy and regulatory updates.
  • Ensure all reports are accurately entered in DYCD’s designated reporting systems.
  • Defend findings before oversight entities, including the Department of Investigation (DOI), when necessary.
  • Play a key role in policy development, staff training, and ensuring the integrity, transparency, and accountability of contracted programs.
  • Participate in Contract processing as part of staff development to ensure full knowledge of Discretionary contract and grant processes.
  • Participate in RFP proposal reviews as necessary by the agency.
