Core Values: Belonging – Respect – Empowerment – Exploration – Stewardship GENERAL DESCRIPTION: The Program Manager is responsible for all day-to-day programmatic and fiscal management of the Safe Haven supportive housing program. Areas of involvement include but are not limited to budget development and management; development and maintenance of program policies and procedures; providing and/or coordinating staff development, ensuring quality program/client records are maintained, program-related meeting attendance; systems development and implementation; interaction with funding sources; community presentations and/or representation of the agency at community events and site tours. The Program Manager coordinates and supervises all staff responsible for the delivery of all services to persons who are chronically homeless and seriously mentally ill. The Program Manager establishes and maintains positive relationships with volunteers, interns, government, and community agencies as they relate to the needs of people who are homeless/near homeless and mentally ill in San Diego County. This position requires the ability to be flexible with a twenty-four-hour schedule. Including holidays and weekends.

Requirements

  • Bachelor's degree in psychology, Social Work, Counseling, or related field preferred. Substance Use Disorder (SUD) certification is a plus. Master's degree preferred.
  • One or more years’ experience providing management, oversight, and leadership in a comparable program setting.
  • Two or more years’ experience working with the adult mentally ill population.
  • Two or more years’ experience working with substance abuse disorders.
  • Must pass criminal background check, including Live Scan fingerprinting.
  • Must pass drug test, including marijuana and have medical clearance certifying absence of TB.
  • Valid California driver’s license and automobile insurance indicating access to reliable transportation.
  • Must have CPR certification or be willing to acquire on the job.
  • Must have medical clearance certifying absence of TB
  • Free from federal debarment.

Nice To Haves

  • Experience working with the homeless population preferred
  • SUD certification preferred but not required.
  • Specialty certifications in targeted relevant topics also helpful

Responsibilities

  • Provide day-to-day oversite of all program staff in the fulfillment of their respective roles and responsibilities, including but not limited to hiring, training and development, scheduling, progressive discipline, staff meetings, one-on-one supervision, annual performance reviews, team building, and terminations.
  • Implement, improve and/or maintain program schedule, service delivery structure, and program stability to meet program service delivery needs.
  • Monitor, evaluate, and/or record resident progress in both hard copy and electronic files with respect to case notes.
  • Coordinate services provided by program staff to ensure quality documentation and to assist residents in reaching identified goals.
  • Ensure accurate and timely collection, completion, and submission of all program reports, in electronic and/or hard copy format.
  • Ensure records are maintained according to quality improvement guidelines and other contract requirements.
  • Oversee and respond to the condition of the facilities and the overall campus, coordinating all appropriate parties to resolve facilities issues within the approved work order system.
  • Collaborate with other professionals within and outside of the program to facilitate members’ access to mainstream health and human services.
  • Participate in interdisciplinary assessment and case planning as appropriate: interact with current and prospective clients, review client records, and confer with other professionals within and outside the program to evaluate needs, barriers, and goals relevant to achieving client goals and contractual scope of work requirements.
  • Participate/collaborate with other professionals within and outside of the program to address community needs and issues relevant to the provision of services to the target population, and consistent with the regional plans to address and respond to homelessness.
  • Establish and maintain positive working relationships with government and non-government entities, the community, and neighbors in order to maximize service delivery while minimizing program and community disruptions.
  • Participate with other staff as an active team member, leading regular staff meetings to plan and coordinate resident and management objectives.
  • Participate in cross-program team meetings and contribute towards the identification of resident goals, progress, and/or barriers, advancing recommendations for approach/solutions as appropriate.
  • Assist program staff in administering rules and program standards to support resident progress toward identified goals.
  • Initial and ongoing training of all staff, volunteers, and consultants consistent with program services, goals, and objectives. Complete all required continuing education and requirements annually, maintaining current CPR/First Aid/TB requirements. Manage and document trainings and certifications appropriately.
  • Perform other duties as needed as directed by direct and executive management.
