Function as the state level program manager for the Workforce Innovation and Opportunities Act (WIOA) Title II Adult Education & Family Literacy (AEFLA) program; responsible for all aspects of program administration and deliverables and ensures that services are in accordance with federal regulations. The WIOA Title II AEFLA program manager is primarily responsible for coordinating and ensuring that WIOA Title II services are provided by contractors throughout the state by executing the following: In alignment with Montana's WIOA state plan, oversees the administration of Title II AEFLA, developing program strategies that integrate with other adult education, career development, and employment and training opportunities in the state. Monitors grantee programs throughout the year, ensuring compliance with performance requirements and programmatic and fiscal policy. Develops and implements statewide network for communicating program information, data, and other professional and technical assistance for service providers, stakeholders, and workforce system partners. Coordinates professional development and training to service providers for WIOA Title II requirements and services. Proposes and implements program design and policy using national standards, knowledge of successful instructional designs, curriculum and assessment development. Develops and modifies the WIOA Title II portions of the Montana WIOA state plan and grant applications, integrating Title II programs and activities into the broader statewide WIOA strategy and workforce system. Supports and aligns the program to a variety of career pathways by understanding working relationships between adult education, industry, apprenticeships, work-based learning, higher education and K-12 education. Partner with Adult Education at the Montana Office of Public Instruction to align WIOA adult education and literacy efforts with statewide K-12, adult education, and career readiness initiatives including co-developing strategies around education and career pathways and referral processes to improve service delivery and participant outcomes across systems. Carry out directives from SWIB WIOA subcommittee and full board and ensure program alignment with SWIB and governor's workforce goals and service delivery framework.
