The Program Manager will work with the Deputy Director of Advanced Capital Planning and the Program Manager of Sponsor Engagement to support the Sponsor agencies in planning their capital needs and address Citywide strategic goals for public buildings, including, but not limited to: Building Conditions, Accessibility, Coastal and stormwater resiliency, Energy use reduction and decarbonization. Duties include providing expertise in design and construction and lead a team of experienced technical staff who perform facility assessments of sponsor agency portfolios. Through review of sponsor programmatic needs, operation and maintenance requirements, energy use, and analyses of existing building conditions, selected candidates will develop a comprehensive understanding of the capital needs of each building to advise in the preparation of future funding requests and building lifecycle budget planning. Responsibilities include defining necessary scope in the design and construction of diverse building types, especially older buildings from the 19th and 20th century, leading team(s) conducting in-depth building surveys, identifying deficiencies, and prioritizing funding. Selected candidate will work with a cost estimating team to produce fully itemized facility assessment reports and cost estimates suitable for budget planning purposes.

  • A baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration.
  • Five years of full-time satisfactory experience in planning, administering or expediting engineering design, and/or construction, or coordinating a very large engineering project.
  • Two years of experience must be in an administrative, managerial, executive or supervisory capacity.
  • A four year high school diploma or its educational equivalent and nine years of experience as described above, with two years in an administrative, managerial, executive or supervisory capacity.
  • Education and/or experience equivalent to the above.
  • An accredited Master's degree in one of the disciplines described may substitute for one year of required experience.
  • A valid motor vehicle driver's license.
  • Thorough understanding of current architectural/engineering design principles and practices.
  • Knowledge of the NYC Building Codes and NYC Energy Code.
  • Excellent management skills.
  • Ability to communicate effectively both verbally and in writing.
  • Prior experience in a managerial, administrative, or supervisory position.
  • AutoCAD required, BIM preferred, LEED AP preferred.
  • Public Service Loan Forgiveness eligibility.
