About The Position

The Program Manager will work with the Deputy Director of Advanced Capital Planning to support the Sponsor agencies in planning their capital needs and address Citywide strategic goals for public buildings, including, but not limited to: Building Conditions, Accessibility, Coastal and stormwater resiliency, Energy use reduction and decarbonization. Duties include liaising and coordinating between technical teams, program teams, and sponsor agencies to assist with early capital strategic planning and supporting them on informative decision making. Coordinate and develop an understanding of each agency's programming, long term goals, and capital needs for their portfolio, and citywide initiatives for sustainability and resiliency as a result of technical analysis provided, and coordinate with program unit staff to advise them in the preparation of future funding requests. Perform post-occupancy Evaluations (POEs) and surveys, which solicit feedback and lessons learned from end users of recently completed projects. POEs also include analysis on building operations, maintenance, energy and water use, user satisfaction, and many additional factors that will inform future project needs.

Requirements

  • A baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration.
  • Five years of full-time satisfactory experience in planning, administering or expediting engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity.
  • A four year high school diploma or its educational equivalent and nine years of experience as described above, two years of which must have been in an administrative, managerial, executive or supervisory capacity.
  • Education and/or experience equivalent to the above, with a Master's degree or valid New York State license as a Professional Engineer or Registered Architect or Landscape Architect substituting for one year of required experience.

Nice To Haves

  • Thorough understanding of current architectural/engineering design principles and practices.
  • Knowledge of the NYC Building Codes and NYC Energy Code.
  • Excellent management skills and effective communication skills.
  • Prior experience in a managerial, administrative, or supervisory position.
  • AutoCAD required, BIM preferred, LEED AP preferred.
  • A valid motor vehicle driver's license.
