About The Position

The Program Management Specialist provides support for the Office of Continuing Education and External programs that is responsible for the development, implementation and management of the non-credit academic program, the admission of dual enrollment and continuing education students, and in increasing the growth of existing programs and development of new programs. S/he will play a pivotal role in supporting the Director of Continuing Education and External programs in the planning, implementation, and oversight of continuing education and professional development programs that align with Bowie State University’s mission of excellence in education, innovation, and community engagement. This position also is responsible for managing program operations, coordinating resources, promoting awareness, and ensuring program effectiveness to enhance student success and institutional growth. The Program Management Specialist will work collaboratively with faculty, staff, and external stakeholders to develop initiatives that support student learning, career readiness, and lifelong education.

Requirements

  • Bachelor's degree.
  • Five (5) or more years of experience in a management role, preferably in program or project management.
  • 3 years of related experience, preferably within a college or university.
  • Exceptional skills in leadership, time management, facilitation, and organization.
  • Good knowledge and handling of project and program management methodology and techniques.
  • Ability to work effectively across senior leadership, faculty, students, and external partners.
  • Ability to demonstrate good judgement, analysis in decision making, and problem solving.
  • Proven track record of taking ownership of multiple projects and tracking productivity and progress from inception to completion.
  • Strong written and verbal communication skills and customer service focus.
  • Detail-oriented with excellent organizational abilities.
  • Ability to work with confidential and sensitive information and records.
  • Ability to work occasional weekends or evenings.
  • Familiar with Microsoft Office 356 and Teams.

Nice To Haves

  • Strong working knowledge of PeopleSoft software.
  • Event management and community outreach experience

Responsibilities

  • Under general supervision, performs a variety of routine professional and analytical assignments involving the practical application of management principles and techniques to routine operational activities.
  • Support, maintain, and manage existing programs, and new programs.
  • Support program logistics, maintain enrollment, and provide student advising.
  • Organize and facilitate meetings, workshops, and training sessions related to program initiatives.
  • Provide reporting, billing, and reconciling support.
  • Prepare reports, presentations, and promotional materials for program visibility and evaluation.
  • Develop and document processes and implement best practices to improve program efficiency and effectiveness.
  • Collect and analyze data to assess program impact and make data-driven recommendations.
  • Work with the University Relations, Marketing Office, and Communications Office to develop, implement, and advertise continuing education programs.
  • Identify strategic opportunities to respond to regional learning needs in Business, Government, Organizations, and Communities.
  • Collaborate with senior leadership, faculty, students, and external organizations to enhance program effectiveness.
  • Manage multiple, complex, cross program initiatives simultaneously; create effective plans to manage interdependencies.
  • Maintain records and enrollment data pertaining to program activities.
  • Oversee daily operations, coordinate the activities of the program and set priorities for managing the program.
  • Conduct day-to-day operations of programs and activities.
