We are seeking a Program Management Analyst to provide comprehensive programmatic, financial, and administrative support. The Analyst will play a key role in supporting program operations, monitoring financial management systems, ensuring compliance with federal policies, and providing administrative coordination across multiple offices. The position requires strong organizational skills, financial tracking expertise, and the ability to communicate effectively with internal and external stakeholders.

Requirements

  • Strong knowledge of federal financial management processes, funding mechanisms, and reporting requirements.
  • Proficiency with Microsoft Office Suite (Excel, Word, PowerPoint, SharePoint); ability to create advanced reports and analyses.
  • Experience with federal systems such as CONCUR, NCAMS, CAPHR, HREPS, PBMS, and GPMS preferred.
  • Excellent written and verbal communication skills; ability to prepare reports, briefings, and SOPs.
  • Strong organizational skills with the ability to manage multiple priorities in a fast-paced environment.
  • Ability to work collaboratively across diverse teams and engage with federal, inter-agency, and external stakeholders.

Responsibilities

  • Monitor and track funding allocations for programs including travel, cooperative agreements, and contracts; recommend adjustments as necessary.
  • Support the management of extramural programs related to Inter-Agency Agreements (IAA) and Intra-Departmental Delegation of Authority (IDDA) agreements.
  • Conduct monthly reconciliation of Unliquidated Obligations (ULOs) to ensure accuracy and compliance prior to fiscal year-end.
  • Manage and monitor travel funds monthly, ensuring spending remains within program and office ceilings; serve as Point of Contact (POC) tracker for CONCUR.
  • Track end-of-year funds, unused travel allocations, and unliquidated obligations; communicate balances and propose timely utilization strategies.
  • Provide guidance on Statements of Work (SOWs) and funding mechanisms for purchase requests.
  • Prepare quarterly analyses and reports to communicate program status to leadership.
  • Support submission of travel forms, expense vouchers, training requests (including conference approvals), and visitor management requests; delegate follow-up tasks to administrative staff.
  • Communicate program management review processes and inter-agency agreement requirements to SMEs and external partners under the guidance of team leadership.
  • Develop reports, spreadsheets, graphics, and other briefing materials in consultation with senior staff.
  • Draft and maintain standard operating procedures (SOPs) for office protocols and program management processes.
  • Draft organizational procedures to manage workflow, documentation, schedules, resources, milestones, and outcomes.
  • Prepare and process domestic and international travel requests and vouchers in accordance with federal guidelines.
  • Track and reconcile travel ceilings, projections, and quarterly reporting.
  • Support visitor management, including processing Non-US Citizen Access Management System (NCAMS) requests.
  • Coordinate on-site and off-site meetings, workshops, and training sessions, including space, agendas, materials, and documentation.
  • Manage office calendars, SharePoint sites, records, and controlled documents.
  • Respond to inquiries via phone, email, or in person; triage requests and provide routing, procedural, and program information as appropriate.
  • Assist with staffing plan coordination, data calls, and personnel tracking.
  • Support HR processes including preparation of recruitment packages, personnel actions, job analyses, and position descriptions.
  • Aid with onboarding, in/out-processing, and credentialing of domestic and international staff using systems such as People Processing, HHS Identity PIV, CAPHR, HREPS, PBMS, and GPMS.
  • Provide assistance on administrative personnel matters and communicate with HR, management offices, and other stakeholders to resolve staffing or personnel issues.
