McColm seeks a Program Lead to serve as the principal point of contact and senior manager responsible for overseeing all aspects of program performance for foreign language instruction. The Program Lead directs the training support team, manages a pool of qualified instructors delivering instruction in 30+ languages, and ensures the program meets annual throughput targets. The position description below details the duties and qualifications of the anticipated position, contingent upon contract award.

Requirements

  • Minimum of three (3) years' experience managing a foreign language distance learning program, including oversight of, recruitment, development, and scheduling of a cadre of foreign language instructors across ten or more languages and staff and student use of online, synchronous learning management systems.
  • Demonstrated experience managing contract performance, personnel, and deliverables for U.S. Government clients.
  • Extensive knowledge of foreign language teaching techniques, instructional systems, and learning theory.
  • Extensive knowledge of instructional design practices, principles, and curriculum development, including the ADDIE Instructional System Design model.
  • Extensive knowledge of standardized, web-based, interactive course delivery systems.
  • Extensive expertise in instructor facilitation and faculty development.
  • Demonstrated knowledge of the Interagency Language Roundtable (ILR) proficiency scale.
  • Ability to legally work in the United States.

Responsibilities

  • Serve as the Contractor's senior representative and primary point of contact with the client for all matters related to program execution.
  • Lead and manage the Instructional Support and Scheduling Team (ISST), ensuring all scheduling, reporting, and course management functions are performed in accordance with the Performance Work Statement and client Standard Operating Procedures.
  • Oversee recruitment, evaluation, onboarding, certification, and ongoing professional development of a diverse cadre of foreign language instructors across 30+ Priority One and Priority Two languages.
  • Ensure instructors are trained and certified to administer client-provided curricula, including syllabi, lesson plans, and the 20-point assessment rubric aligned to the ILR proficiency framework.
  • Manage the provision and operation of a government-approved Unified Communications and Collaboration (UCC) platform.
  • Direct scheduling operations using the government-provided LMS application, ensuring students and instructors are appropriately matched across languages, proficiency levels, availability windows, and time zones.
  • Monitor course execution quality, student attendance compliance, and behavioral standards, escalating unresolvable issues to the client as required.
  • Oversee the preparation and timely submission of all Contract Deliverables Requirements.
  • Ensure compliance with all security requirements including CAC management, PII protection under the Privacy Act, CUI handling, and DoD cybersecurity training for all Contractor personnel.
