Requirements

  • Clearance: Active TS/SCI with Full Scope Poly (required).
  • Education: Bachelor’s degree with a business or technical focus. (Four years of additional experience may be substituted for a degree.)
  • Experience: Twelve (12) years of demonstrated combined experience in DoD/IC program management, contract management, and/or financial management.

Responsibilities

  • Financial Reporting & Resource Allocation: Provide financial and summary reports on program elements to Government Program Managers (GPMs).
  • Assist with resource allocation and tracking, recommending funding adjustments for contract staffing, facilities, and budgets.
  • Program Documentation & Risk Management: Support program managers in developing key program documentation, including: Task Order Technical Overviews (TTOs). Statements of Work (SOWs). Program Management Plans (PMPs). Risk Management Plans. Program schedules, Technical CICA memorandums, and Acquisition Strategies.
  • Track program status, evaluate operational and technical alternatives, perform risk assessments, and manage integrated product teams.
  • Execution Support: Ensure program execution aligns with cost, schedule, and performance baselines.
  • Utilize program management tools (e.g., Plan-It, MS Excel) to assist GPMs with planning, documenting, executing, and reporting program details, including spend plans for current and future fiscal years.
  • Contract Reviews & Cost Estimation: Attend contract reviews to assist GPMs in cost estimation and monitoring program outcomes.
  • Financial Analysis & Reporting: Advise on the customers financial execution reports and program acquisition documentation.
  • Ensure program requirements are affordable, supportable, and effective to meet mission needs.
  • Analyze, track, and report program unfunded requirements in accordance with PEO policies and processes.
  • Data Analysis & Reporting: Perform advanced data analysis using MS Excel, including pivot tables, slicers, and pivot charts, to present data clearly and effectively.
  • Create detailed reports to support program management functions, including: Execution Reports: Bi-weekly updates on funding execution across programs, including budget center, appropriation, and funding sources. Cost Estimation Reports: Consolidated burn rate analyses and projections for funding requirements through the fiscal year. Budget Overview Reports: Bi-weekly summaries of total budget availability versus projected costs, identifying potential overruns or underruns. Areas of Concern Reports: Highlighting issues such as late receipt of external funds or slow execution against appropriations. Contract Reports: Tracking contract funding run-outs, periods of performance, award dates, burn rates, and contractor deliverables. Staffing Reports: LOE contract staffing metrics, including current and projected staffing, attrition rates, and positions remaining to be filled. Contract Action Readiness Reports: Documenting readiness schedules for contract actions and ARB baselining, including the status of required documents (e.g., TTOs, SOWs, CDRLs, Technical CICA memos, Acquisition Strategies).
