This position will be onsite at the MacDill AFB in Tampa, Florida. The incumbent provides support to the MacDill AFB Project Manager with office management responsibilities. This Operations Specialist is required to work independently on project requiring research and preparation and briefing charts and other presentation materials in support of contract operations.

Requirements

  • Associate degree in business, finance, accounting, or related field or equivalent combination of education and relevant experience.
  • 2-5+ years of experience in financial management, procurement or program operations.
  • Must have intermediate-level experience using Microsoft Office applications.
  • Ability to acquire and maintain government identification/common access card.
  • Ability to deal with a variety of people in a professional, courteous manner in diversified situations.
  • Valid state Driver's License with acceptable driving record pertinent to the position.
  • Ability to successfully pass any background checks and/or drug testing required on the contract.
  • Ability to obtain and maintain a secret clearance.
  • Ability to obtain access to U.S. Government Installations through the Defense Biometric Identification System (DBIDS).

Nice To Haves

  • Experience supporting government contracts or military installations.
  • Familiarity with financial or ERP systems (e.g., Maximo, Lawson, or similar).
  • Experience preparing and delivering executive-level briefings.

Responsibilities

  • Develop, monitor, and manage site-level budgets, forecasts, and spend plans.
  • Track expenditures against contract funding and internal budgets; identify variances and trends.
  • Prepare and maintain detailed spreadsheets, financial trackers, and spend reports.
  • Analyze financial data to provide actionable insights and recommendations.
  • Enforce fiscal discipline and communicate funding limitations to section leads, ensuring adherence to budget constraints.
  • Monitor purchase orders, subcontract actions, and closeout processes.
  • Ensure proper documentation, audit readiness, and compliance with contract requirements.
  • Support program planning, execution strategy, and contract performance tracking.
  • Develop and maintain execution plans, timelines, and deliverables for site operations.
  • Monitor progress against objectives and provide updates on performance metrics.
  • Anticipate risks and recommend mitigation strategies to leadership.
  • Independently manage projects requiring research, coordination, and reporting.
  • Prepare recurring and ad hoc reports, dashboards, and executive summaries.
  • Develop briefing materials and present financial and operational status to managers and senior leadership.
  • Translate complex financial data into clear, concise insights for decision-making.
  • Provide recommendations on cost efficiencies, funding allocation, and operational improvements.
  • Review invoices, purchase orders, and receiving documentation for accuracy and completeness.
  • Support reconciliation efforts and resolve discrepancies.
  • Track payments, obligations, and expenditures to ensure alignment with budgets.
  • Holds responsibility for ensuring financial compliance, accuracy, and transparency.
  • Provides assertive guidance to leadership and section managers regarding funding limits and resource constraints.
  • Other duties as assigned.
