The Program Financial Analyst will manage the financial operations of the Force Projection Sector's diverse portfolio of projects at APL. This role involves preparing, reviewing, and analyzing financial data, leading proposal development, and providing financial guidance to program managers. The analyst will collaborate with internal and external customers to ensure the financial success and operational efficiency of project portfolios.

  • Prepare, review, and analyze financial data related to FPS's direct-sponsored project portfolio.
  • Perform monthly updates of project plans, highlighting financial spending and staffing trends, identifying anomalies, and calculating financial projections.
  • Build, update, and submit all monthly financial reports to government sponsors and program managers.
  • Lead the proposal development process by collaborating with resource owners to identify staffing requirements and preparing basis of estimates (BOEs).
  • Perform a broad range of financial operations functions, including contract and financial administration.
  • Provide sound contractual and financial guidance and recommendations for best practices to program managers.
  • Participate in program reviews and program/sponsor meetings, addressing all business/financial matters pertaining to the program.
  • Bachelor's degree in Business (e.g. Business Management, Accounting, Business Administration, Finance) or equivalent experience.
  • 2+ years of relevant experience in financial and cost analysis.
  • Proven ability to be a self-starter with a high level of initiative.
  • Effective communication skills with internal and external customers.
  • Highly skilled in Microsoft Excel.
  • Ability to obtain an interim Secret level security clearance by start date.
  • Previous experience in a DoD contracting environment.
  • Working knowledge of FAR and federal government pricing procedures.
  • Experience with proposal preparation and project financial reporting software.
