About The Position

The Program Director is responsible for creating and maintaining an environment that supports the effective delivery of services for individuals participating in the program. This position provides leadership and oversight to ensure adherence to program regulations and organizational standards. The Program Director is accountable for ensuring that the program operates at the highest level of quality. This includes oversight of clinical quality, quality assurance, financial management, funder requirements, recruitment and retention, communication, compliance, revenue cycle processes, and overall program operations. The Program Director must demonstrate a strong commitment to RHD values in all aspects of their work.

Requirements

  • Bachelor’s degree from an accredited college in Human Services, Business Management, or a related field required.
  • Art experience required
  • Minimum 3 years of experience in a human services agency, including: Direct service Program planning Staff supervision
  • Knowledge of state regulations and Medicaid Waiver guidelines.
  • Ability to effectively utilize computers, mobile devices, and related technology.
  • Strong written and verbal communication skills.
  • Ability to engage participants and staff in effective, therapeutic, and professional interactions.
  • Commitment to implementing and promoting RHD values and beliefs.
  • Successful completion of required criminal background clearances as dictated by the assigned program.

Nice To Haves

  • IDD experience preferred
  • Master’s degree preferred.
  • Spanish or American Sign Language (ASL) proficiency preferred but not required.

Responsibilities

  • Supervise program staff and foster an organizational culture that promotes professionalism, quality care, employee engagement, and empowerment.
  • Develop and monitor program performance using Key Performance Indicators (KPIs) to ensure effective staff support, program oversight, and continuous improvement.
  • Ensure staffing vacancies are filled in partnership with Talent Acquisition Recruiters (TARs) and Human Resources.
  • Maintain appropriate staffing ratios in accordance with state guidelines.
  • Oversee and participate in the recruitment, hiring, training, evaluation, and disciplinary processes for program staff.
  • Promote a supportive workplace culture where services align with and reinforce RHD values.
  • Develop creative curriculum and structured activities that support skill development, self-expression, and community engagement through art-based cultural initiatives.
  • Oversee participant admissions, assessments, and service planning processes.
  • Collaborate with families, guardians, case managers, and other support team members to ensure services meet individual needs.
  • Address behavioral, medical, or safety concerns in coordination with the support planning team to ensure participant health, safety, and dignity.
  • Ensure all individuals served have current and appropriate Individual Support Plans (ISPs) or treatment plans.
  • Ensure compliance with Missouri Department of Mental Health (MO DMH) regulations, Medicaid Waiver standards, and Office of Licensure and Certification requirements.
  • Oversee program documentation, service delivery records, and incident reporting to ensure compliance with regulatory requirements.
  • Work with the program team, service coordination team, and revenue cycle staff to ensure: Current authorizations are in place Services are documented in the Electronic Health Record (EHR) accurately and timely Billing documentation meets regulatory and agency standards
  • Assist in resolving outstanding or unpaid service claims.
  • Monitor program financial performance and ensure responsible use of program resources.
  • Maintain studio safety standards and ensure art supplies and equipment are properly managed.
  • Develop partnerships with local arts organizations, galleries, and community agencies.
  • Promote participant artwork through community exhibits, events, and other engagement opportunities.
