About The Position

Person in this position will be responsible for providing the clinical and administrative programmatic leadership and oversight for the program. Responsible for the coordination of client care by collaborating with multidisciplinary healthcare professionals to provide and facilitate services. Essential Job Functions include those listed below. Essential Job Functions: Provide clinical and administrative leadership and supervision to the program and its operations; Function as a liaison for the Deputy Administrator and external groups and agencies in order to promote inter-organizational collaboration including attending Board and Advisory Board meetings as required; Act as a liaison to the California Department of Corrections and Rehabilitation (CDCR); Assist in grant planning and initiation of potential funding opportunities when required; Participate in design and implementation of research, such as program evaluation and outcome studies; Arrange for staff development, education and training activities; Implement Quality Assurance and Utilization Review systems that monitor the effectiveness of the treatment system; Assist in the development of program fiscal and budgetary tracking systems and implementation as well as providing the oversight and management of operating budget and program fiscal expenditures; Monitor and ensure compliance with all required agency standards, contractual guidelines and, state and federal regulations; Develop, implement and monitor procedures to meet agency policies and contract management including the preparation of comprehensive reports for funding or agency sources; Ensure all required data is submitted to the CDCR and the Department of Alcohol and Drug Programs; Participate in daily shift exchange including documenting in facility log at the end of shifts and thoroughly reviewing log at the start of shifts; Be available on call for emergencies and or program coverage if needed. Requirements

  • Graduation from an accredited four-year college with a degree in Addiction Counseling, Criminal Justice, Social Work, Psychology, or a related field; or Equivalent experience consisting of five (5) years of documented experience demonstrating a history of administrative responsibility in the area of substance abuse treatment/recovery for the criminal justice population.
  • A minimum of three (3) years supervisory experience with knowledge of program performance indicators
  • Management and administrative experience and capabilities
  • Must possess knowledge of chemical dependency, substance abuse and personality dynamics of the substance abuser
  • Knowledge of state and federal regulations
  • Basic computer skills
  • Good documentation skills
  • Adherence to the highest standard of ethical conduct, especially to standards governing confidentiality
  • Professional appearance and demeanor
  • Must be sensitive to populations served
  • Ability to obtain and maintain clearance from California Department of Corrections and Rehabilitation (CDCR)
  • Ability to obtain and maintain clearance from LEIE
  • Valid driver’s license and ability to obtain and maintain WestCare’s vehicle insurance is required
  • CPR Certification, First Aid Certification and an annual Tuberculosis test
