About The Position

The Vehicle Programs and Services division is responsible for the development, implementation, and operations of the National Motor Vehicle Title Information System (NMVTIS), State, Consumer Access Provider (CAP) and Junk, Salvage, Insurance (JSI) programs. As the primary product owner for NMVTIS, the Program Director is accountable for the system's strategic direction, performance, and stakeholder value. This includes defining the product vision and roadmap, prioritizing system enhancements based on stakeholder needs and federal requirements, ensuring data integrity and system reliability, and collaborating with the IT division on technical architecture and infrastructure decisions. The Program Director is responsible for the overall operation of the NMVTIS program and interactions between jurisdictions, stakeholders, and federal partners. The individual is a leader who brings enthusiasm and a strategic outlook to the position, which will require the incumbent to lead, manage, guide, direct and/or engage, as appropriate, internal resources and/or external stakeholders in areas relating to vehicle title and brand data exchange, fraud prevention, and best practices. This includes providing subject matter expertise in vehicle title information systems, brand management, data quality standards, interstate vehicle title verification, and federal compliance requirements. The Program Director will leverage system knowledge related to NMVTIS operations, data interfaces, and reporting mechanisms while coordinating with the Department of Justice, state motor vehicle agencies, principal and associate membership, law enforcement, insurance carriers, salvage yards, junk yards, insurance auction companies, and other system participants to maintain and improve the integrity and effectiveness of the national title information system. The Program Director serves as the primary liaison between participating states, ensuring program compliance, promoting system expansion, and advancing initiatives that protect consumers from title fraud and unsafe vehicles.

Requirements

  • Minimum of ten (10) years of relevant experience with minimum five years (5) of program management experience with demonstrated success leading complex, multi-stakeholder initiatives
  • Ability to contribute to executive level strategy discussions to develop the long-term vision for supporting members
  • Proven track record of managing multiple projects at the same time
  • Understand emerging and applicable technologies
  • Ability to create and manipulate project deliverables, technical documents and presentations using the MS Office Suite.
  • Strong strategic thinking abilities with experience developing multi-year strategic plans
  • Excellent analytical skills with proficiency in data analysis and financial modeling
  • Ability to synthesize complex information and translate it into actionable strategies and plans
  • Demonstrated ability to lead cross-functional teams and coordinate with external stakeholders
  • Strong financial management skills including budget development, financial analysis,
  • Strong leadership as well as verbal and written communication skills.
  • Develop and organize sessions for conferences; identify topics, session approaches, and speakers. Prepare needed materials.
  • Ability to represent the organization on a national and international level
  • Experience managing and developing staff
  • Ability to travel frequently
  • This position can be a remote work environment anywhere in North America, requiring the employee to be disciplined and able to work independently and effectively manage a remote workforce.
