About The Position

The Program Director, Human Resources is responsible for payroll management; employee benefits management; updating and disseminating Human Resource policies; compliance with applicable laws; championing opportunities for people who are blind and providing guidance, consultation and support to employees within NIB and our associated agencies.

Requirements

  • Bachelor's Degree required.
  • 9+ years working in the Human Resources field in a generalist role.
  • 8+ years supervisory experience required.
  • Microsoft Office (Excel, PowerPoint, Word) proficiency.
  • HRIS system experience, Paycom preferred.
  • Excellent interpersonal skills.
  • Strong multi-tasking ability.
  • Extensive knowledge of employee benefits, retirement plan administration, payroll, personnel policy, and federal and state laws regarding employment practices.

Responsibilities

  • Manage the work of the Senior Specialist, Benefits; Senior Specialist, Payroll; Coordinator, Learning & Development; Specialist, Human Resources.
  • Ongoing communication with NIB employees; associated agency personnel; Federal and State personnel; professional organizations; and other national nonprofit consumer organizations.
  • Support the design and analysis of employee engagement surveys; strengthen internal communication and information-sharing to enhance organizational effectiveness.
  • Manage NIB's participation in external compensation and benefits surveys to ensure competitive practices.
  • Assist, implement, and enforce HR policies, processes, and procedures; ensure timely updates and distribution of the employee handbook and policy guides.
  • Partner with NIB Compliance to identify and mitigate risks related to federal and state employment laws.
  • Oversee payroll operations, ensuring accuracy, consistency, and compliance.
  • Manage the effective implementation and utilization of the PayCom HRIS to support efficiency, data integrity, and reporting.
  • Oversee benefits administration, management, and operations including employee benefits programs, insurance, retirement, leave administration, compensation statements, and vendor relationships.
  • Ensure accuracy in benefit payments, compliance, and benefit and payroll employee relations.
  • Assist in the management of HR data tracking and reporting; ensure timely and accurate entry in accordance with policy requirements.
  • Lead the Learning and Development team to ensure execution of the Organizational Training Plan and alignment of divisional, departmental, and individual training plans.
  • Serve as a resource and backstop across all HR functions, ensuring projects and initiatives are effectively managed from initiation through completion.
  • Assist in employee relations matters, including complaints, investigations, and performance issues; oversee the design and implementation of Performance Improvement Plans.
  • Assist in coaching and training managers on effective, ethical, and legally compliant communication, recognition, and employee engagement practices.
  • Assist with the design and management of programs that strengthen the link between performance and rewards; lead employee focus groups to identify recognition opportunities.
  • Recommend program improvements to leadership and oversee approved enhancements, including implementation and organization-wide communication.
