The Program Development & Partnerships Senior Advisor at the International Rescue Committee (IRC) plays a crucial role in driving the Economic Recovery and Development Technical Unit's (ERD TU) partnerships and business development priorities. This position involves collaborating with global and regional technical leaders to implement a global fundraising strategy, supporting program design, and cultivating strategic partnerships to enhance the IRC's impact in humanitarian crises. The advisor is responsible for operationalizing the business development strategy, ensuring successful bid submissions, and fostering effective cross-functional collaboration.

  • Develop and drive the global business development strategy for ERD in collaboration with technical leadership.
  • Coordinate and oversee ERD's pipeline of prospective strategic business development opportunities.
  • Adapt and strengthen standard workflows for strategic business development opportunities.
  • Oversee workstreams under ERD's Business Development annual plan.
  • Ensure ERD funding needs are represented across high-value fundraising teams.
  • Develop compelling materials that balance technical depth and clarity for specific audiences.
  • Coordinate internal competition processes for unsolicited donor submissions.
  • Serve as the focal point for all strategic business development opportunities.
  • Lead and support proposal development processes for ERD.
  • Participate in donor meetings providing technical expertise and strategy support.
  • Ensure quality, coherence, and competitiveness in project design.
  • Provide advice and support on budget development to TU staff.
  • Write and edit non-technical sections for proposals and gather technical insights.
  • Coordinate the review and signature process of agreements and contracts.
  • Lead coordination of the partnerships strategy and management for TU.
  • Identify and evaluate opportunities for partnerships with academic or research centers.
  • Degree in economics, business, international development, or relevant field or equivalent experience.
  • Experience providing technical and/or bid leadership to multi-million-dollar business development opportunities.
  • Strong understanding of the humanitarian system and operating context.
  • Experience managing large-scale, complex portfolios and using strategic insights for alignment to goals.
  • Excellent attention to detail and problem-solving skills.
  • Experience leading the development and implementation of systems, policies, and processes.
  • Experience in building partnerships for development and humanitarian funding.
  • Demonstrated expertise in working with public and private donors.
  • Knowledge of funding landscape for economic development and financial inclusion.
  • Experience in developing and managing project concepts and funding proposals.
  • Ability to work with stakeholders at multiple levels and in diverse teams.
  • Fluency in English; knowledge of Arabic, French, or Spanish is valued.
  • Familiarity with managing large-scale, complex portfolios.
  • Experience with various donors' programmatic and advocacy priorities.
  • Knowledge of public and private fundraising practices.
  • Experience in influencing change in teams without direct supervision.
