Program Development and Evaluation Consultant (PDEC) provides expertise for a broad range of programming for children, youth, and adults. The PDEC provides consultation and support to territorial divisional, city and corps center focusing on Salvation Army programs standards related to housing, casework, substance abuse, and behavioral health. The PDEC emphasizes the integration of best practices within all Salvation Army programs based on the implementation of the National Social Services Standards, Basic Social Services Standard and all associated Evaluation Study Tools and Resources. The PDEC supports the objectives of the Territorial Social Services Department, by monitoring trends related to assigned areas of services and programs. The PDEC emphasizes the integration of ethical and developmental approaches to programs and services provided for children, youth, and adults throughout The Army’s social service ministries, so that their unique needs for pastoral care and Christian love and instruction are readily attainable.

  • Provide consultation and program development to divisional, city, and corps centers for programs (housing programs, behavioral health programs, family & social service centers, children’s residential programs, non-residential children’s services, adult day care programs, case management services, food services, foster care programs, medical/dental clinics, Pathway of Hope, disaster-related social service programs.
  • Assist Divisional Social Services Directors with the ongoing development of policies and procedures, goals and objectives, and outcome-based measures related to social service programs at all levels of Salvation Army ministry.
  • Keep current on program funding resources, both public and private, and assist Divisional Social Services Directors in working with program directors, officers, and other related individuals to secure financial support for programs.
  • Review social service literature, newsletters, professional journals, and other resources and share relevant information on program development, resource changes in licensing or certification standards, changes in policies and procedures, model programs, etc., with Divisional Social Services Directors, program directors, and others, as appropriate.
  • Participate in planning and program development at divisional, city, and corps centers.
  • Cooperate with Adult Rehabilitation Center Command and other Territorial Headquarters departments on kindred projects.
  • Support the Territorial Social Services Department in developing social media, newsletters, Teams channels and the development of other resources to support the field in further understanding of the organization’s mission, learning and strategic priorities for social services.
  • Schedule and assign program reviews and certification of Salvation Army social Service programs in the Central Territory on a three-year rotation schedule.
  • Schedule and assign individuals and teams (staff and peer reviewers) for program reviews of Salvation Army social service programs in the Central Territory, as needed and appropriate.
  • Prepare and train territorial and divisional social services staff on program evaluation and certification procedures, pastoral care consultations, and basic social services evaluations.
  • Generate new evaluations on the web tool in concert with divisional leadership for all program evaluations and support the division’s efforts with their basic evaluation process.
  • Recruit, prepare, and train peer reviewers to conduct program evaluations for Salvation Army social service programs.
  • Manage evaluation-related paperwork by ensuring all necessary materials are current, properly filed, and stored.
  • Maintain detailed records of the Central Territory’s programs by their certification status, program type, target population, and other key demographics.
  • Participate in territorial and national committees that are focused on the review, revision, and implementation of the National Social Services Standards. Support the TSSS in developing recommendations to the National Social Services Commission, when requested.
  • Conduct Central Territory program evaluations and certifications.
  • Participate in program evaluations and certification as part of a multidimensional review team.
  • Adjudicate certification decisions for programs evaluated, prepare related correspondence, and notify commands and units of the results of evaluations and certifications.
  • Provide technical assistance and support to Divisional Social Services Directors when applicating, achieving, and maintaining external accreditation, State and local licensure for social service programs.
  • Conduct pastoral care reviews for social service programs accredited by external agencies exempt from Salvation Army program evaluation.
  • Assume responsibility, as requested and/or assigned, to plan, conduct and/or participate in workshops and other staff training events at the Territorial Divisional or local level. Explore and expand the use of online/web-based training formats.
  • Support the TSSS and the THQ Social Services Department in the planning and implementation of the Territorial Social Services Conference, National Social Services Conference, and other periodic staff development initiatives.
  • May participate in workshops and/or other training opportunities for other Salvation Army territories, divisions, or units as requested and approved by the Territorial Social Services Secretary.
  • Provide guidance and promote the spiritual dimension of Salvation Army social services programs, emphasizing the importance of Christian influence and evangelism in all Salvation Army ministries, including delivery of social services in contemporary settings.
  • Provide supervision for social work student interns.
  • Participate in community research and planning studies.
  • Serve as project director, as assigned, to conduct research, develop programs, and/or manage projects assigned by Territorial Administration to the Social Service Department.
  • Serve as a participant on task forces, councils, committees, or planning groups related to national, territorial, or local social services issues, services and/or programs.
  • Supervise projects assigned to secretarial and support service staff.
  • Participate in scheduled and on-call staff and consultant meetings; meet with the Territorial Social Services Secretary on a regular basis for consultation supervision and project review.
  • Complete a monthly calendar itinerary, status reports on activities and projects.
  • Contribute to the development of department reports to administration.
  • Represent the Territorial Social Services Secretary or other department personnel at meetings, hearings, or conferences, as requested and/or assigned.
  • Assist in the review of contracts, new program proposals, modifications to existing programs, etc. as requested and/or assigned.
  • Reports to the Assistant Territorial Social Services Director (ATSSD) in the absence of the TSSS or when directed by the TSSS for work on assigned projects or concerns.
  • Other duties as assigned, either in writing or verbally
  • MSW or comparable graduate degree from an accredited college or university.
  • Licensed Social Worker required. Licensed Clinical Social Work preferred.
  • Minimum of three years of experience in administration or supervision of Salvation Army or comparable social service programs
  • Ability to speak and understand English in a manner that is sufficient for effective communication with supervisors, employees, beneficiaries, and customers.
  • Proficiency in oral and written English that is adequate for function in an English-speaking context.
  • Experience in preparation and delivery of oral presentations to a arrange of audiences, utilizing PowerPoint or other presentation technologies.
  • Knowledge of and ability to effectively use a computer, Lotus Notes, Microsoft Office programs, Teams, digital, video, and online platforms, and related computer software.
  • Sit, walk, stand, bend, squat, climb, kneel, and twist on an intermittent or occasional continuous basis.
  • Grasp, push, pull objects such as reference materials, files, file cabinet drawers, and reach overhead.
  • Ability to load and to change settings, devices, fixtures on various equipment used in and around an office environment.
  • Operate telephone and other electronic communication devices.
  • Operate various other office equipment, including personal computers, copiers, fax machines, and scanning equipment.
  • Ability to lift up to 25 lbs. occasionally.
  • Ability to travel throughout the territory via car, train, or airplane.
  • Ability to be creative, original, intuitive, and perceptive.
