As a Program Cost Control Analyst - Level 3 or Level 4 you will be pivotal in supporting missions critical to national and global security. Ready to join forces with our visionary team? Our Program Cost Control Analyst Level 3 or Level 4 for the Space Sector will help prepare budgets and schedules for contract work and assist with financial analyses such as funding profiles, sales outlooks, cash forecasting and variance analysis. You will also work to ensure adequate funding availability by maintaining accurate records of expenditures, directing preparation for expenditure projections and submitting timely requests for additional funding to the government. This position will be located in Dulles, VA or Huntsville, AL. The incumbent selected will need to sit in market.

Requirements

  • Bachelor's degree with 5+ years of stated professional experience - OR - Master's degree and 3 years of stated professional experience
  • Bachelor's degree with 8+ years of stated professional experience - OR - Master's degree and 6 years of stated professional experience
  • Will consider an additional 4+ years of stated experience in lieu of degree
  • Experience with financial analysis or reporting
  • Experience with MS Office Suite
  • Experience with Earned Value Management (EVMS)
  • Ability to obtain an Department of Defense (DoD) Clearance
  • Ability to communicate professionally and effectively with program team, stakeholders, and various customers

Nice To Haves

  • Degree in Finance, Economics, Accounting or Business Administration
  • Defense industry experience
  • Working knowledge and practical application of Earned Value Management (EVM) and industry standards EIA 748 guidelines
  • Program Cost Control experience
  • Experience with FAR/DFAR
  • Proficiency of the following systems or software: Deltek Cobra or similar project management software, Microsoft Project, SAP Management Project Systems Modules and Business Warehouse (BW)
  • Active Department of Defense (DoD) Secret Clearance
  • DCMA EVMS audit experience
  • Working understanding of support to Integrated Baseline Reviews (IBR) both as a Prime and Subcontractor

Responsibilities

  • Support internal and external audits and reviews requested by programs, customers, and company management, fact-finding and negotiation support
  • Perform analysis and prepare reports to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines
  • Perform Earned Value Metric (EVM) tasks including Work Breakdown Structure (WBS) development, budget baseline, cost risk analysis/ assessment and visibility reports, development and analysis of estimates to complete
  • Provide support to internal surveillance to include analysis of program performance, monitoring the Estimate to Complete (ETC) and program Estimate at Complete (EAC), review of Variance Analysis Reports (VARs) and Change Requests (CRs)
  • Integrated with the program to assist in the reconciliation of data facilitating an avenue for recommendations to program management/teams to include corrective actions
  • Apply knowledge of the DCMA data driven Earned Value Management Systems compliance process and current policy
  • Ability to facilitate training sessions as needed to support programs on various Earned Value Topics
  • Review current processes and procedures and provide recommendations for streamlining
