About The Position

The Refugee Foster Care (RFC) program provides culturally and linguistically appropriate child welfare, foster care, and independent living services to youth in the Unaccompanied Refugee Minors (URM) Program. The URM program serves youth in the U.S. who are refugees, Cuban/Haitian entrants, asylees, victims of human trafficking who have an ORR eligibility letter, U-visa holders, and youth who have received Special Immigrant Juvenile Status. Clients may have Post-traumatic Stress Disorder (PTSD), substance abuse issues, mental health and medical needs and other special needs. RFC supports youth with housing, education, health, medical, immigration, mental health, independent living services, and with family reunification efforts when possible. RFC uses strength-based, trauma-informed, and culturally relevant models to build and expand on a youth's natural resources. We are seeking a detail-oriented, proactive, and organized individual with strong analytical and relationship-building skills to join our dynamic team in supporting care for Unaccompanied Refugee Minors. The position will support the Program Manager with report submissions, volunteer coordination, outreach, and recruitment, all of which are crucial to our general program operations and services.

Requirements

  • A Bachelor's Degree in Social Services, Human Services, or a related field preferred.
  • A proven track record of recruiting and retaining resource families for a foster family agency.
  • Strong interpersonal communication skills (both verbal and written in English), assessment, and analytical/critical thinking abilities.
  • Demonstrate knowledge and experience in recruitment and community outreach.
  • Minimum of one year of experience working with immigrants/refugees/asylees and/or youth and family services.
  • Excellent cross-cultural experience and ability to work effectively with diverse populations.
  • Excellent computers skills including Google Suite applications and Microsoft Office.
  • Multilingual proficiency in a language commonly spoken by refugees and immigrants (e.g., Spanish, Tigrinya, Swahili, Oromo, Amharic, Hindi, Dari, Pashto, French, Arabic).
  • Ability to work at a desk for extended periods of time.
  • Ability to use a computer workstation.
  • Ability to lift up to 25 lbs.
  • Ability to travel within Santa Clara County for client services and needs.
  • Criminal background check via livescan fingerprint.
  • Must have TB test performed and submit results.
  • Automobile, valid driver's license and auto insurance per agency policy; or access to reliable transportation to meet with clients if necessary.

Responsibilities

  • Ensure program compliance with contractual reporting requirements to the Office of Refugee Resettlement. Track, coordinate, and complete ORR-3 and ORR-4 reports with Social Workers and Social Work Supervisors for on-time submission.
  • Track and report client demographic data on a monthly basis.
  • Enter and maintain accurate data for foster care outreach and recruitment activities (contacts, visits, presentations, community events) into agency client database (AWARDS).
  • Partner with the Program Manager to build and manage volunteer opportunities, including developing volunteer descriptions, recruit and train volunteers, ensure completion of required paperwork, and coordinate with CCSCC's Volunteer Coordinator to track hours and monthly reports.
  • Assist with coordinating logistics for Family Night and other RFC-hosted events.
  • Represent RFC at external events; coordinate and staff outreach for resource parent and intern recruitment.
  • Build and steward community partnerships (community-based groups, faith-based and ethnic organization, corporations) to expand recruiting pipelines.
  • Collaborate with the Program Manager, Division Director, and Outreach staff to develop resource family recruitment strategies, including creating marketing materials, conducting presentations, and collaborating with CCSCC's Communications team to update the agency's website and social media content.
  • Serve as the Point of Contact for inquiries regarding resource family recruitment and volunteer opportunities.
  • Assist with pre-approval training for prospective resource family applicants.
  • Other duties as assigned to meet program needs.
