About The Position

Turner & Townsend is seeking an experienced Program Controls Manager to join our growing data center team. This role will provide leadership and oversight of cost, schedule, and risk management processes across a portfolio of large-scale data center projects. The ideal candidate has a strong background in program-level controls, governance, and reporting for complex construction programs.

Requirements

Bachelor’s degree in construction management, engineering, quantity surveying, or related field.
Minimum 8–10 years of experience in project/program controls for large-scale construction projects; data center experience preferred.
Strong knowledge of cost management, scheduling, risk management, and reporting at program level.
Proficiency in Primavera P6, Microsoft Project, and advanced Excel skills.
Experience with cost management software and earned value methodologies.
Excellent communication and stakeholder management skills.
Ability to lead and coordinate across multiple projects and teams.

Responsibilities

Develop and implement program-wide controls processes, procedures, and governance frameworks.
Oversee cost and schedule management across multiple projects within the program, ensuring consistency and alignment with client objectives.
Manage program-level change control, including review, negotiation, and recommendations for change orders and claims.
Consolidate and analyze cost and schedule data from individual projects to produce accurate program forecasts and reports.
Lead preparation of monthly program performance reports, including earned value analysis, risk assessments, and variance reporting.
Monitor and track contingency usage and provide recommendations for allocation across projects.
Coordinate with project managers to ensure compliance with program standards for RFPs, SOWs, and contract administration.
Support procurement planning and delivery schedules for owner-furnished equipment and critical materials.
Maintain program-level risk register and facilitate risk workshops.
Ensure timely closure of contracts and purchase orders across the program.
Maintain benchmarking data and compile as-built cost records for future reference.
Provide leadership in document control and ensure accurate tracking of key program documents.
SOX control responsibilities may be part of this role, which are to be adhered to where applicable.
