About The Position

Turner & Townsend is seeking an experienced Program Controls Manager to join our growing data center team. This role will provide leadership and oversight of cost, schedule, and risk management processes across a portfolio of large-scale data center projects. The ideal candidate has a strong background in program-level controls, governance, and reporting for complex construction programs.

Requirements

  • Bachelor’s degree in construction management, engineering, quantity surveying, or related field.
  • Minimum 8–10 years of experience in project/program controls for large-scale construction projects; data center experience preferred.
  • Strong knowledge of cost management, scheduling, risk management, and reporting at program level.
  • Proficiency in Primavera P6, Microsoft Project, and advanced Excel skills.
  • Experience with cost management software and earned value methodologies.
  • Excellent communication and stakeholder management skills.
  • Ability to lead and coordinate across multiple projects and teams.

Responsibilities

  • Develop and implement program-wide controls processes, procedures, and governance frameworks.
  • Oversee cost and schedule management across multiple projects within the program, ensuring consistency and alignment with client objectives.
  • Manage program-level change control, including review, negotiation, and recommendations for change orders and claims.
  • Consolidate and analyze cost and schedule data from individual projects to produce accurate program forecasts and reports.
  • Lead preparation of monthly program performance reports, including earned value analysis, risk assessments, and variance reporting.
  • Monitor and track contingency usage and provide recommendations for allocation across projects.
  • Coordinate with project managers to ensure compliance with program standards for RFPs, SOWs, and contract administration.
  • Support procurement planning and delivery schedules for owner-furnished equipment and critical materials.
  • Maintain program-level risk register and facilitate risk workshops.
  • Ensure timely closure of contracts and purchase orders across the program.
  • Maintain benchmarking data and compile as-built cost records for future reference.
  • Provide leadership in document control and ensure accurate tracking of key program documents.
  • SOX control responsibilities may be part of this role, which are to be adhered to where applicable.
