About The Position

Under general direction, plans, organizes, manages and evaluates the work of an engineering division responsible for providing program and project management support and tools for the planning, design and construction of major capital improvement projects and other smaller scale improvements; manages the development, implementation, administration and coordination of program management best practices and program/project controls; oversees the administration of project management software to monitor program and project performance; manages the development of project schedule templates and detailed project-specific schedules and budgets; provides and ensures the accuracy of reporting tools and dashboards for use by project teams and management to facilitate collaboration in achieving program and project performance requirements; and performs related duties as assigned.

Requirements

  • Knowledge of: Principles and practices of engineering applicable to the phases, elements, methods and practices of potable water facility infrastructure design and construction; principles and practices of project management, including techniques for developing project schedules and construction cost estimates; trends, directional developments and best practices applicable to project/program management software, reporting tools and dashboards; principles and methods for developing cost estimates and project schedules for professional services agreements; principles and practices of contact administration; federal, state and local codes and regulations governing water facility design and construction; best practices in program and project management applicable to the work; principles and practices of effective business communication and effective management and supervision; principles and practices of public administration, including budgeting, contracting and program management; District human resources policies and labor contract provisions.
  • Ability to: Plan, organize, assign, coordinate, integrate and evaluate the work of professional and technical program controls staff in various professional disciplines; apply a thorough knowledge of program/project management best practices to the development and administration of program control systems, applications and schedules for major engineering design and construction projects; analyze complex program and project performance data, including technical engineering, planning, design and construction problems, evaluate alternatives and recommend options for optimizing project performance; work in a highly collaborative fashion with all key internal and external customers; oversee the development of reporting systems and tools to communicate key information from complex, highly detailed project management data to various District audiences; use tact and diplomacy and work collaboratively with managers to resolve project scheduling issues and problems; establish and maintain effective working relationships with other District/SNWA managers and staff and with consulting engineers, contractors, representatives of other agencies and others encountered in the course of work.
  • graduation from a four-year college or university with a degree in engineering, construction management or a related field, and eight years of progressively responsible project management experience, at least two of which were in a supervisory capacity; or an equivalent combination of training and experience.
  • A valid certification as a Project Management Professional issued by the Project Management Institute, or the ability to obtain such certification within one year of hire date is required.
  • A valid Nevada driver’s license and the ability to maintain insurability under the District’s Vehicle Insurance Policy.

Nice To Haves

  • The ideal candidate will have education and experience in project management, schedule development and refinement, project design and project construction cost estimating and budgeting, program management best practices, and experience using project management software, preferably Trimble Unity Construct.
  • The ideal candidate will also have strong verbal and written communication skills; and have a project leadership style that encourages participation, and promotes individual ownership of outcomes.
  • A valid certificate of registration as a Professional Engineer issued by the State of Nevada is preferred.
