Requirements

  • 2 years with BS/BA; 0 years with MS/MA; 6 years with no degree
  • Clearance: Active TS/SCI clearance.
  • Candidate must meet ONE of the following: Bachelor’s degree in a related field (e.g., Business, Finance, Accounting, Engineering, Computer Science); OR Earned Value Professional (EVP) certification (DAWIA/EVP or equivalent).
  • Experience in program controls, EVM, or earned value analysis supporting government contracts.
  • Hands‑on proficiency with EVM tools (Cobra preferred), and ability to integrate cost/schedule data from financial and scheduling systems.
  • Strong capability producing EV metrics (CPI, SPI), variance analyses, performance narratives, and Monthly Status Report content.
  • Experience preparing Contract Funds Status Report inputs, supporting funding forecasts, and validating baseline changes.
  • Excellent analytical, spreadsheet (advanced Excel), and report‑writing skills; ability to communicate variances and corrective actions to program leadership.

Nice To Haves

  • Familiarity with DoD/DFARS contract reporting, FAR‑based change control, and prior program control experience on DoD/ARNG programs.
  • Certifications such as PMP or DAWIA Program Management/EV specialties, and experience supporting audits or EVM compliance reviews.

Responsibilities

  • Establish and maintain program control processes in accordance with Earned Value Management (EVM) principles and contractual requirements.
  • Develop and administer control accounts for labor, staffing, and hours aligned to authorized scope of work.
  • Enter and maintain baseline, forecast, and performance data within EVM tools (e.g., Cobra); integrate cost and schedule inputs from finance and scheduling systems.
  • Validate budget changes and baseline adjustments for compliance with change control processes and organizational policy.
  • Perform monthly cost and schedule performance analysis; calculate EV metrics (BCWS/BCWP/ACWP), CPI, SPI, variance analyses, and supporting narratives.
  • Prepare variance analyses, performance indices, and narrative content for Monthly Status Reports and management reviews.
  • Coordinate Contract Funds Status Report (CFSR) metrics, support financial forecasting, and assist funding management activities.
  • Collaborate with control account managers, finance, scheduling, and program leads to improve data accuracy, transparency, and cost/schedule control.
  • Support audits, earned value reviews, and corrective action implementation to sustain EVM compliance.
