About The Position

S3 International is seeking a seasoned International Program Control Analyst (IPCA) to support finance and budget compliance for FMS government contracts operating in the Kingdom of Saudi Arabia. The IPCA will work in the Huntsville, AL, office in Research Park, Huntsville, AL. This is not a teleworking position. The position requires occasional work weeks in excess of 40 hours. The IPCA manages the overall direction and coordination of the international contract budget, P/L compliance, and cash flow of the operation. The LPCA coordinates with the S3 F&A staff and the contract PM to build, maintain, and evaluate compliance of contract work plans to the awarded contract using MS EXCEL. With the work plans, the PCA tracks contract allocated resources, completes budget assessments, conducts what-if drills, and evaluates the work plan budgets to Costpoint PSR reports. The PCA identifies potential financial challenges prior to those challenges becoming critical, analyzes cost, and assesses performance of multiple project elements. Also develops and monitors budgets, long-range operating plans, phasing plans and other resource planning activities and creates and maintains program/project schedules. Verifies invoices to ensure proper billing, evaluates labor and non-labor reports from Cost Point and develops and performs monthly Performance and Cost Reports to meet customer deadlines.

Requirements

  • Master’s Degree in Accounting or Finance plus 10 years relevant accounting and finance experience or Bachelor’s Degree plus 15 years relevant experience.
  • Excellent working knowledge of Microsoft Suite (Excel, Word, PowerPoint, Project) at a level of 4 out of 5.
  • 2 years of experience managing budgets of international services programs, not OEM.
  • 2 years of experience with contract management, FAR, and budget compliance to contract.
  • Three years’ day-to-day working knowledge, with minimal supervision, with contract setups, employee setups, screen inputs, and project status reports using Deltek Costpoint for a federal contract company.
  • Experience with internal industry control and budget analysis.
  • U.S. Citizenship and a background investigation are required.

Responsibilities

  • Provides project planning and control support, performs budget assessments and maintains budgets.
  • Identifies potential financial challenges prior to those challenges becoming critical.
  • Evaluates employees supporting the international tasks, within the S3I subsidiary, performance for probationary and annual reviews including salary adjustments, with input from Program Managers.
  • Evaluates workloads requesting additional employees or restructuring workloads as needed.
  • Develops processes and steps in support of the international tasks for the S3I subsidiary to help accomplish strategic goals, and analyzes cost and assesses performance on multiple projects/project elements.
  • Assists the Controller and Director of Finance for Deltek Expense maintenance, and develops and monitors budgets, long-range operating plans, phasing plans and other resource planning activities.
  • Creates and maintains program/project schedules.
  • Verifies monthly invoices to ensure proper billing and evaluates labor and non-labor detail reports from Cost Point.
  • Analyzes Travel Requests and Travel Expense Reports to ensure that all Government and company travel regulations are being met / followed with each trip and track expenses to include the Fly America Act.
  • Creates purchase request packets for purchasing agent to ensure the purchases made are charged to the correct project and are within that projects scope of need.
  • Develops and performs monthly Performance and Cost Reports to meet customer requirements.
  • Evaluates timecards in Deltek to ensure employees charge time properly and reconciles logged time with work-plans.
  • Creates and maintains Individual Work Authorizations for multiple project and assigns labor codes and setup employees in Cost Point system for charging purposes.
  • Analyzes the Contract Work Authorization to develop the work-plan for individual contracts and adjusts the work-plan accordingly when a modification to a project is issued.
  • Assists contracts with the de-obligation and closeout procedures to ensure all costs are accounted, allocated, and billed.
