The Project: Mace, as part of MPA delivery partner joint venture of Mace-Parsons-Arcadis, have been selected as the Gateway Development Commissions partners of choice to support the GDC across the Gateway Program in New Jersey, inclusive of the Hudson Tunnel Project. The busiest rail connection between New York, New Jersey, and the Northeast Corridor, the Hudson Tunnel Project will improve capacity, reliability, and resiliency of commuter and intercity rail transit serving 800,000 daily passengers from Washington, D.C. to New Jersey and New England. A milestone project supported by the bipartisan Infrastructure Investment and Jobs Act (IIJA), the project is slated to receive nearly $12 billion in federal funding, the largest investment in a mass transit project in modern history. Requirements

  • Minimum 15-20 years of experience in program controls and Construction Management for large-scale infrastructure projects.
  • Proven track record in managing controls for multi-billion dollar programs.
  • Experience in stakeholder management, including coordination with transit agencies (such as Amtrak, NJ TRANSIT, PANYNJ) and local/state/federal authorities.
  • In-depth knowledge of FTA and FRA guidelines, procedures, and reporting requirements.
  • PMP certification required
  • Demonstrated expertise in risk management and mitigation strategies for complex, multi-year projects.
  • Experience in alternative delivery models including design-build, public-private partnership (P3), and other collaborative contracts (e.g., FIDIC, NEC).
  • Proven ability to manage and coordinate with multiple prime contractors and subcontractors.
  • Demonstrated ability to adapt to changing project requirements and navigate complex political landscapes.
  • Knowledge of sustainable construction practices and their integration into large-scale infrastructure projects.
  • Strong understanding of the northeast corridor's rail system and its strategic importance to the region's transportation network.

Responsibilities

  • Develop and implement the overall construction management strategy
  • Oversee the financial health of the project, including budget development, cost control strategies, and long-term financial planning.
  • Make critical decisions on resource allocation and financial risk management.
  • Direct the establishment of project scheduling frameworks and policies.
  • Lead high-level schedule reviews and make strategic decisions to maintain project timelines.
  • Shape the project's risk management approach and culture.
  • Guide senior management on risk-related decision-making and opportunity exploitation.
  • Serve as the primary executive liaison for Construction Management with government agencies, senior contractors, and internal leadership.
  • Present project status and performance to board members, government officials, and other high-level stakeholders.
  • Ensure the project's adherence to federal and state regulations at a strategic level.
  • Build and lead a high-performing construction management team.
  • Drive a culture of excellence, innovation, and continuous improvement within the organization.
