Raytheon’s Advanced Products & Solutions (APS) strategic business unit (SBU) is a product focused, merchant-supplier business that leverages scale and technology commonality to provide leading-edge, reliable, and cost-competitive products in both the high- and low-end segments. APS supplies mission equipment directly to original equipment manufacturers and government entities for integration on larger systems. Raytheon’s Electronic Warfare Systems (EWS) is seeking a motivated, Program Chief Engineer ( PCE ), for their Electronic Warfare Systems (EWS) / Emerging Programs (EP) product line. The Program Chief Engineer shares the responsibility for engineering cost, schedule, and technical execution of the program within the Emerging Programs product line. The Chief Engineer reports to the Emerging Programs Area Chief Engineer (PACE) and oversees the IPT Leads and engineering leadership on the program. This individual will lead a product team through the system and project lifecycles, which includes technology maturation, development, verification, production, and sustainment. The Chief Engineer will be the technical focal point of the product line to the customer, functional organizations, and leadership. This role will also provide technical oversight and guidance to external vendors to ensure requirements and schedule compliance along with providing leadership and guidance to the test architect and lead systems engineer. This position is an onsite role in Goleta, CA .

Requirements

  • Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and a minimum of 10 years of prior relevant experience.
  • Experience in airborne and electronic warfare systems design, use-case development, operational analysis, integration/test and/or system qualification.
  • Experience as a Lead Design Engineer, Lead Systems Engineer, Integrated Product Team Lead, Cross Product Team lead, or other, related Engineering Lead.
  • Active and transferable Secret U.S. government issued security clearance is required prior to start date with the ability to obtain special program access after start.

Nice To Haves

  • Advanced degree in STEM.
  • Design experience with the Electronic Support (ES), Radar Warning Receivers (RWR), and Electronic Attack (EA) systems, or other Electronic Warfare systems of similar complexity.
  • Experience in factory establishment, production experience, and ability to facilitate and coordinate activities across multiple facilities and locations.
  • Systems Architecture experience.
  • Experience with capture effort coordination and developing proposals to obtain funding, spanning technical proposal development, work breakdown structures and cost estimation.
  • Ability to communicate effectively with senior leadership, other engineering disciplines and external customers / stakeholders.

Responsibilities

  • Perform as the Program Chief Engineer who is the single engineering leadership point of contact and is responsible for the engineering execution of an entire program, overseeing all technical, schedule, and financial aspects.
  • Help establish and manage a program vision, strategy, and goals to align the Program with Customer expectations / requirements.
  • Develop and maintain a Product Roadmap that aligns with Customer’s needs and business goals.
  • Ensure technical integrity and engineering execution across all IPTs, CPTs, and disciplines within the Programs.
  • Perform as the primary product line technical POC with the customer senior technical counterparts.
  • Manage all program engineering related activities across the Program.
  • Direct management of the lead engineers to ensure that the overall system design is optimized to meet the required performance within the project constraints (cost and schedule), and production efforts execute as planned.
  • Interact and lead engagement with senior customers.
  • Leverage product design engineering experience, with demonstrated ability to establish a strong technical baseline with disciplined change management, while operating in a rapid development environment.
  • Establish and guide the Digital Engineering / Model-Based strategy for the product / program.
  • Lead across a highly multi-disciplinary team, requiring experience across all design engineering disciplines, technical supplier management, business development, and program leadership.
  • Travel as needed to support Program / Customer (~10%).
