About The Position

The Court Services Division is seeking a seasoned business analysis professional to take on a high-impact role supporting Washington's judicial system. Reporting to the Associate Director, this position offers the opportunity to lead strategic initiatives that enhance the capabilities of the Judicial Information System (JIS), a cornerstone of statewide court operations. As a Program and Project Senior Business Analyst, you'll provide expert-level business and systems management for major court-level platforms. You'll coordinate the work of Business Analysts within a specific line of court business, ensuring that priorities, goals, and objectives are clearly defined and effectively represented. Your insights will guide enhancements to the JIS, aligning technology with the evolving needs of the judiciary. This role demands advanced knowledge of court operations and IT systems, gained through extensive experience and applied to complex, high-stakes assignments. You'll work independently across all phases of analysis, from discovery to delivery, while also mentoring other analysts and collaborating closely with stakeholders to shape solutions that serve the public good. Requirements

  • Bachelor's degree in court administration, computer science, criminal justice, business administration, public administration or closely allied field;
  • Seven (7) years of combined experience in business analysis, business process management, court administration, requirements engineering, systems analysis, IT project involvement, or systems integration.
  • A combination of education and experience demonstrating a working knowledge of the duties, responsibilities and competencies of the Senior Business Analyst may substitute for qualifications listed.

  • Knowledge and understanding of the interaction and mission of interested groups, boards, committees & judicial staff regarding services/support provided by AOC

Responsibilities

  • Provides input and decision making to a specific line of business for the agency.
  • Provides a comprehensive and advanced understanding of the court business perspective and customer experience to identify and develop solutions for business needs.
  • Translates court business strategy into detailed business requirements, priorities and use cases.
  • Translates complex business processes and technical needs to others.
  • Completes complex tasks using advanced knowledge and skill, including developing new processes and working with internal and external customers and stakeholders.
  • Improves court business processes and focuses on broader court and technology issues.
  • Analyzes data and leads projects that rely on the specific type of expertise.
  • Builds awareness and understanding and creates buy-in for the line of business vision both internally and with key external partners.
  • Scopes and prioritizes activities based on business and court customer impact.
  • Maintain relationships and partnerships with court customers, justice partners and vendors.
  • Transforms and improves court business processes through collaboration with the court community to determine statewide business needs and establish local configurations for technology systems.
  • Collaborates with the CSD and other lines of businesses across the agency for shared vision and strategic planning purposes.
  • Works closely with Information Services Division (ISD) to deliver services to courts and Washington citizens.
  • Provides input to Project Managers in the development and formulation of project deliverables, tasks and schedules.
  • Provides guidance and leads the work of the business analysts associated with the line of business and provides feedback and counsel to improve efficiency and effectiveness.
  • Provides basic training for assigned duties, instructs and monitors work product and quality, resolves procedure or workflow conflicts, and informs and provides input to management regarding needs, issues or concerns.
  • Has full authority to plan, prioritize and handle all duties within the assigned area of responsibility.
  • Represents the agency in events, conferences, etc.
  • Performs other work as assigned.
