About The Position

VISTA Technology Services, Inc. (VISTA) is currently seeking a Program Analyst to support a NAVSEA Acquisition Sustainment Program Office. This is a hybrid position reporting on-site 3-4 days a week in Crystal City, VA. Responsibilities: Provide program analyst support to a N AVSEA Acquisition Sustainment Program Office contributing to effective analysis and management of incoming and outgoing action items assigned Develop funding trackers, perform analysis and develop spend plans to provide program summaries Assist with Task Planning Collect and analyze allocation, obligation and expenditure data and provide status updates including trends and risks Engage with stakeholders and build relationships with program acquisition, logistics and field activity teams to facilitate decisions and effectiveness Support Navy budget program review processes and brief updates including Program Objective Memorandum (POM), Baseline Assessment Memorandum (BAM), and congressional requests Provide quick turn-around research and response for data calls Develop presentations, facilitate brief updates, provide meeting support and track action items Manage and prioritize multiple tasks and work independently as well as with a team in a fast-paced environment Basic Qualifications: Master’s Degree OR a Bachelor's Degree AND 5+ years of relevant acquisition program analyst experience, OR an Associate’s Degree AND 10 years of relevant acquisition program analyst experience Experience with Task Planning and engaging with stakeholders Experience tracking allocations, obligations, expenditures and performing analysis Experience supporting Navy processes and brief updates including POM, BAM, and congressional requests Experience developing presentations, facilitating brief updates, providing meeting support, and tracking action items Knowledge of the Navy's Spares and Acquisition Sustainment Phase Knowledge of NAVSEA Enterprise Planning System (NEPS) to track allocations, obligations, expenditures Strong critical thinking, analytical, problem-solving, research, attention to detail and organizational skills Proficient with MS Office 365 Suite (Word, Excel, PowerPoint, MS Teams, etc.) and SharePoint Active DoD Secret Clearance VISTA offers a strong compensation package and a competitive leave package. Requirements

  • Master’s Degree OR a Bachelor's Degree AND 5+ years of relevant acquisition program analyst experience, OR an Associate’s Degree AND 10 years of relevant acquisition program analyst experience
  • Experience with Task Planning and engaging with stakeholders
  • Experience tracking allocations, obligations, expenditures and performing analysis
  • Experience supporting Navy processes and brief updates including POM, BAM, and congressional requests
  • Experience developing presentations, facilitating brief updates, providing meeting support, and tracking action items
