As a Program Analyst at the GS-0343-11 level, you will be part of the HRS Leadership Development Office of Personnel Management. This role involves managing a portfolio of programs and ensuring that all critical activities are established and achievable. You will support project management processes and collaborate with internal teams to monitor progress and address challenges.

  • Manages an assigned portfolio of programs, workshops, and other offerings.
  • Ensures all critical activities for the program are established, clear, realistic, and achievable.
  • Supports the implementation of project management processes including initiation, planning, design, execution, and closure.
  • Monitors internal processes including tracking task completion and meeting project deadlines.
  • Assists in creating project plans and critical path timelines.
  • Provides critical analysis for program evaluations, client briefings, and ongoing program analysis and reporting.
  • Plans project scope, goals, and deliverables to align with business objectives and schedules.
  • Assists project managers or product owners in allocating resources, managing risks, and solving issues.
  • Participates in meetings, conferences, and working groups to address functional requirements, identify gaps, and discuss capabilities.
  • Ensures documentation aligns with the outgoing capabilities of the leadership solutions.
  • Transforms business needs into a detailed list of functional and non-functional requirements.
  • Assists in employing methods like interviews, surveys, and document analysis to ensure the requirements captured are accurate and comprehensive.
  • Assists in the proper execution of projects including completing tasks, managing deadlines, and overseeing finances.
  • Collaborates with project-based teams to identify and plan for project challenges.
  • Assists in collecting the information and data necessary to respond to requests from stakeholders.
  • Must be a U.S. Citizen or National.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Suitable for Federal employment, determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • At least one full year of specialized experience equivalent to the GS-09 level, or three years of progressively higher level graduate education, or a combination of both.
  • Experience in project management processes.
  • Strong analytical skills for program evaluations and reporting.
  • Ability to communicate effectively with stakeholders.
