About The Position

Amentum is currently recruiting for a Program Analyst (PPBE) to join our team at the Pentagon, Arlington, VA to support our Department of the Army, G-3/5/7 Operations Readiness and Mobilization Support contract. The role involves assisting in developing documentation to justify Army plans, monitoring Cyberspace Operations budget and execution functions, conducting financial process functions, and providing budgetary controls. The analyst will independently investigate emerging technologies and their effects on Cyberspace Operations, participate in program reviews, conduct qualitative and quantitative analysis, and report findings to the Government. Additional responsibilities include maintaining visibility over the Cyberspace Activities Budget, assisting with resource briefs for Congressional Staffers, and providing subject matter expertise on Army cyberspace capabilities. The position requires coordination with various stakeholders and the ability to prepare detailed reports and briefings.

Requirements

  • Master’s degree required.
  • At least fifteen (15) years of related experience required.
  • ACTIVE CLEARANCE LEVEL REQUIRED: Top Secret w/ SCI eligibility.
  • Working knowledge of the DoD budget process and the PPBE system.
  • Knowledge of Army and OSD financial databases.
  • Understanding of the Army's current operating environment.
  • Detail-oriented with excellent technical, verbal, and written communication skills.
  • Experience on the Army/Joint Staff and/or Major Army Commands in Policy.
  • Proficient in planning and execution of working groups.
  • Ability to work within Government-provided software packages.
  • Critical thinking and analytical skills.
  • Ability to focus on Mission requirements while tracking multiple priorities.
  • Minimal supervision in a fast-paced environment.
  • Proficient in the Enterprise Task Management Software Solution (ETMS2).
  • Ability to articulate analysis through oral and written communication.
  • Ability to provide executive, technical, and administrative support.

Responsibilities

  • Assist in developing documentation to justify Army plans.
  • Monitor Cyberspace Operations budget and execution functions (PPBE).
  • Conduct non-governmental financial process functions as needed.
  • Provide recommended budgetary controls.
  • Independently investigate and provide written analysis with recommendations on emerging technologies.
  • Participate in selected program reviews, working groups, and councils.
  • Conduct expert qualitative and quantitative analysis.
  • Report findings and make expert recommendations in various formats.
  • Provide tailored extracts from Army and OSD financial databases.
  • Maintain visibility over the Cyberspace Activities Budget funding and manpower.
  • Assist with the development of the annual resource brief for Cyberspace Activities.
  • Provide subject matter expertise on Army cyberspace capabilities.
  • Review cyberspace operational needs documents.
  • Assist in the development of cost-benefit analysis for cyberspace capabilities.
  • Coordinate with Cyber, EW activities and provide analysis and recommendations.
  • Monitor Task Management tools for timely delivery of products.
  • Participate as an advisor in Army, DoD, and Joint cyber projects.
  • Assist the Government in providing weekly SITREP inputs.
  • Support the development of briefings and official correspondence.
  • Prepare meeting minutes/EXSUMs post meeting.
  • Develop HQDA level correspondence and briefings.
  • Schedule rooms, VTC sessions, and maintain contact lists.
  • Provide database extracts for briefings and inquiries.
  • Create and maintain a Continuity Book for the position.
