About the position

The Program Analyst position at the Department of Defense involves managing and administering various manpower and performance management programs. The role requires providing strategic advice and support to management regarding the hiring, retention, and professional development of personnel. The analyst will also oversee manpower allocation, validate requirements, and ensure compliance with policies and regulations while analyzing data to support performance management initiatives.

Responsibilities

  • Manage and administer NOSSA manpower and performance management programs.
  • Provide advice and support to NOSSA management on hiring, retention, and professional development.
  • Assist in establishing and implementing manpower allocation strategic planning and procedures.
  • Validate all NOSSA manpower requirements.
  • Provide administrative and personnel program support across multiple functions for NOSSA.
  • Advise senior management on complex administrative and personnel management issues.
  • Review and monitor changes in policies and regulations from DON, DoD, and OPM.
  • Analyze data and coordinate with the AcqDemo program office to ensure successful operation of performance management programs.
  • Serve as principal advisor for long and short-term strategic planning for NOSSA manpower requirements.
  • Oversee planning, coordination, integration, and direction of special workforce projects.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • Must pass the E-Verify employment verification check.
  • Current federal employees must meet time-in-grade requirements.
  • Retired military members must comply with specific appointment provisions.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Must obtain and maintain a security clearance prior to entrance on duty.
  • Must complete training and maintain a government credit card for travel.

Nice-to-haves

  • Experience in conducting studies of administrative programs to recommend improvements.
