About The Position

The ProteQ team possesses extensive experience in managing complex programs and cross functional teams that develop, integrate, test and transition technology for defense applications focused on the maritime domain. With deep expertise in manned and unmanned undersea systems and operations, the ProteQ team provides its clients with functional expertise ranging across technician, engineering, operations, and executive leadership. ProteQ is seeking a Program Analyst IV as a support contractor onsite at the Office of Naval Research in Arlington, VA. The Program Analyst will support the Front Office staff and directly support the department's administrative and programmatic needs. Assist Front Office staff, other government personnel and support contractors manage internal workflow and tasking. Provide information related to travel regulations and policies, clearance guidance, and national and international visit requests. Provide general program management support. Provide logistical and scheduling support. Assist with preparing presentations and reports. Assist with Human Resources-related functions, such as onboarding and offboarding, change-in-status processing, processing training requests, data entry, monitor timekeeping, preparing purchase requests. Produce reoccurring reports. Maintain calendars for department leaders and conference room reservations. Assist with responding to various data calls related to ONR projects. Attend key meetings to maintain situational awareness of issues, requirements, and and actions affecting the department. Other duties as assigned by Front Office staff and/or Director of Government On-site Support.

Requirements

  • Active Secret clearance
  • Five (5) years of experience in Navy ERP or similar SAP experience
  • Bachelor's degree from a fully accredited college or university with at least five (5) years of verifiable experience providing business and financial support to organizations with S&T and/or R&D missions or a high school diploma with at least at least ten (10) years of experience providing business, and financial support to organizations with S&T and/or R&D missions
  • Five (5) years of experience extracting and efficiently organizing cost analysis information for technical programs
  • Five (5) years of experience assisting in the annual phasing and planning process and assist Program Officers in developing their spend plans
  • Five (5) years of experience in tracking availability and use of funds and review financial documents and plans for impact on program objectives and requirements. This may include, but is not limited to, program specific financial issues related to deficiencies, excesses, trends and imbalances that directly impact execution benchmarks
  • Five (5) years of experience supporting organizations with Science and Technology (S&T) and/or Research and Development (R&D) missions
  • Five (5) years of experience responding to Data Calls which includes, but is not limited to requests for information from multiple sources concerning technical, programmatic, and financial aspects of programs
  • Five (5) years of experience planning and executing meetings, workshops, and program reviews at a scale that may include a dozen participants from multiple businesses, universities, and/or government organizations

Nice To Haves

  • Completion of core training requirements required for DAWIA Science and Technology Manager (S&TM) [Levels II or III], and/or for Business Financial Management (Business FM) [Levels I, II, or III].
  • Professional experience supported in resume and/or training certificates comparable to DAWIA certification.
