About The Position

The Program Analyst position at the Small Business Administration focuses on the assessment, formulation, and implementation of policies and strategies that support the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs. The role involves advocating for small businesses and federal R&D communities, monitoring federal agency participation in SBIR, and generating reports on funding activities. The incumbent will serve as an expert advisor to management on policy proposals affecting technological innovation and commercialization, while also performing outreach to raise awareness of the programs.

Requirements

  • One year of specialized experience, equivalent to the GS-13 grade level in the Federal service, obtained in either the private or public sector that includes interpreting, advising, and coordinating policy and regulation in support of the Small Business Innovation Research (SBIR) program.
  • Outreach and collaboration with external partners both federal and/or private sector.

Responsibilities

  • Assess, formulate, and implement policies and strategies that support small businesses in obtaining federal Research and Development (R&D) funding.
  • Serve as an advocate for the small business and federal R&D communities by understanding their needs and how policy impacts them.
  • Identify and document issues and matters to be addressed through formulation of SBA policy and practices that support next generation research and development small businesses.
  • Monitor, coordinate, and provide oversight of the 11 federal agencies that participate in the SBIR program.
  • Generate SBIR/STTR reports that document funding activity and policy implementation across the 11 participating agencies.
  • Serve as an expert advisor to management on policy proposals affecting technological innovation and commercialization, especially within the small business research and development community.
  • Advise the Director and other senior managers on all matters of policy.
  • Represent SBA to industry and government agencies, articulating and explaining policy, reviewing, and proposing recommendations for changes in the Innovation programs.
  • Coordinate SBIR interagency working groups and other efforts that support the implementation of SBIR and STTR legislation and policy.
  • Perform outreach to raise awareness of the SBIR/STTR and other Innovation office programs and SBA's role.
  • Build and maintain a connection to others in government and NGOs that support the expansion of innovation, especially in underserved communities.
