About The Position

Navy IPO supports activities relating to foreign disclosure and technology transfer initiatives, agreements, issues, and concerns. Navy IPO supports the activities of the Senior National Representative (SNR) to include management and administrative support to the Department of Navy’s (DON) Director, Innovation, Technology Requirements, and Test and Evaluation for functions involving Naval Capabilities Development Process (NCDP), SNR, North Atlantic Treaty Organization (NATO) Naval Armaments Group (NNAG) and Five Power SNR Maritime (SNRM). Navy IPO provides support for the NCDP, SNR, NNAG, and SNRM functions to promote international cooperative Research and Development (R&D) programs and enhance interoperability.

Requirements

  • Master's Degree or Bachelor’s Degree with qualifying experience.
  • Four years of additional experience required to offset a Bachelor’s Degree.
  • Two years of overall professional experience required within SA/FMS programs, international cooperative programs/export licensing area, or acquisition areas.
  • Experience in areas such as analysis and evaluation of FMS programs to make recommendations and ensure the efficient execution of programs, FMS sales, engineering, technical and logistical support, repair, return and management of high dollar value inventory equipment integration and procurement, FMS case development, execution and reporting, technology transfer and export control, and supporting strategic initiatives.
  • Completion of the following final courses may be required: DISCS SCM-FA-OL (SCM 101), DISCS SCM-OC-OL (SCM-201), and DISCS IPSR-OL.
  • An active Secret Clearance may be required.

Responsibilities

  • Assist in management and implementation of the Department of the Navy Foreign Military Sales (FMS) system.
  • Provide support to FMS case development and policy matters.
  • Support FMS/FMF case administration, management, and logistics issues.
  • Assist in the development of Security Assistance (SA) policy, review legislation and preparation of legislation.
  • Provide administrative support for Defense Security Assistance Management System (DSAMS) and FMS case development efforts.
  • Support formal meetings to include analytical and administrative support. Provide monthly report highlighting preparation activities in process for scheduled formal events.
  • Support emerging Department of the Navy (DoN) and Department of Defense (DoD) security cooperation, security assistance and foreign military sales financial operations, staff, organization, and administrative requirements.
  • Provide advice, analysis, counsel, coordination, and prepare technical papers regarding strategic goals, protocol issues, meetings and symposiums, and conferences.
  • Provide assistance with process documentation of various existing security assistance or foreign military sales related processes. Review and analyze processes and make recommendation for process improvements.
