This is a repost. Previous applicants must reapply to be considered. This position serves as the Employee Development and Leadership Program Analyst. The position supports HR operations, talent management, employee relations, and training & development, contributing to the creation of a responsive, high-performing, and inclusive workplace culture. The role requires a dynamic, strategic thinker who can contribute to the development and execution of HR strategies that align with departmental goals and support the retention, development, and engagement of a diverse workforce.

  • Serve as the lead facilitator for NCDOT's Pathway Leadership program and related initiatives.
  • Design and manage leadership development activities for program alumni, including mentoring programs and advanced learning sessions.
  • Recruit and engage leadership mentors to support talent development and program success.
  • Provide expert guidance to internal leadership teams to reinforce ongoing development.
  • Research and apply current best practices and trends in leadership development.
  • Design session materials including pre-work, post-work, and curated reading assignments.
  • Innovate and evolve program content to meet the changing needs of the department.
  • Plan and coordinate community service initiatives for program participants to support leadership in action.
  • Manage and lead the program steering committee to guide direction and evaluate impact.
  • Balance multiple program priorities and requests from across the organization.
  • Develop and deliver customized leadership presentations at the request of department leadership.
  • Lead special projects focused on critical organizational development needs.
  • Bachelor's degree from an appropriately accredited institution and five (5) years of progressive experience related to the area of assignment; or an equivalent combination of training and experience.
  • Knowledge of contract negotiation and vendor management processes, including the demonstrated ability to evaluate and implement service agreements with external partners delivering leadership development content and training.
  • Experience designing, facilitating, and managing leadership development programs to include leading class discussions, coordinating mentorship opportunities, and developing post-program growth activities.
  • Demonstrated ability to research, develop, and apply innovative leadership development techniques, including the creation of customized content, pre/post session materials, and the evaluation of program effectiveness.
  • Experience organizing and coordinating program activities, including managing steering committees, prioritizing competing requests, and planning community service initiatives for leadership development participants.
  • Working experience designing and delivering special presentations and projects on critical leadership topics at the request of senior department leadership, demonstrating adaptability and subject matter expertise.
