About The Position

This position is Exempt from the Human Resources Act (EHRA) with the exception of Articles 6 and 7. This is a full-time position (40 hours per week) with applicable State Benefits. This position implements existing grant programs funded by State Helene Recovery funds, serving as project manager and North Carolina Department of Environmental Quality (DEQ) liaison with funding recipients. The position will monitor fund disbursements, progress, and reporting, ensuring compliance with departmental, state, and federal regulations, as applicable. The position requires analyzing program data, interpreting policy changes, and coordinating with internal and external stakeholders to ensure effective recovery efforts. The position will also assist in the development of the Western North Carolina (WNC) Recovery Program including working directly with local communities to identify funding, draft, review, and finalize grant applications, and develop funding strategies to aid in recovery efforts. The role involves independent consultation and program administration, guiding local governments and organizations in identifying and securing federal and state funding opportunities across DEQ and other agencies.

Requirements

  • Bachelor’s degree from an appropriately accredited institution and three (3) years progressively responsible experience related to the area of assignment; or an equivalent combination of training and experience.

Responsibilities

  • Review progress reports from grant recipients to ensure progress towards defined outcomes and objectives, and compliance with applicable regulations.
  • Monitor grant activities to ensure consistency with requirements and work specifications.
  • Monitor compliance of subrecipients with regulations, policies, and procedures.
  • Draft and reviews grant applications, make recommendations, and/or assist local government units in selecting appropriate funding opportunities.
  • Provide consultation to subrecipients and stakeholders on rules, regulations, policies, work specifications and deliverables.
