About The Position

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Strategy, Performance and Results,(OSPR), Enterprise Portfolio Management Group. As a Program Analyst, referred to here as a Program Analyst (Engagement Team Member), GS-0343-12, you will support efforts to strengthen and maintain the efficiency and effectiveness of programs including Medicare, Medicaid, CHIP, and the Marketplace.

  • In order to qualify for the GS-12, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-11 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Managing assignments using data analytics, risk management, project management, OR continuous improvement; (2) Assisting in data collection to prepare reports, offer solution options, and provide guidance that supports program outcomes in response to various requests inside and outside the organization; and (3) Writing qualitative and quantitative summaries that evaluate program goals to determine possible process improvements.
  • Substitution of Education for Experience: There is no substitution of education to meet the specialized experience requirement at the GS-12 grade level.
  • Combination of Experience and Education: There is no combination of experience and education to meet the specialized experience requirement at the GS-12 grade level.
  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities

  • Serve as a bridge between analytical insights and actionable improvements that benefit the broader CMS organization and its programs by identifying best practices and recommendations to increase efficiency and effectiveness
  • Review and evaluate established program policies and procedures for compliance with federal regulations and provide recommendations to mitigate potential operational and regulatory risks
  • Support senior analysts in the preparation of reports to support evidence-based decision-making for current and projected programs, and in response to requests from CMS leadership, the department of HHS, and other Federal agencies.
  • Serve as critical communication and coordination hub that connects analytical work with stakeholder engagement, ensure that programs operate effectively while maintaining transparency and responsiveness to constituencies.
