About The Position

Internal Only : This position is limited to current Maryland Department of Health employees only. GRADE 18 LOCATION OF POSITION MDH, Carroll County Health Department Westminster, MD 21157 Main Purpose of Job The main purpose of this position is to direct and supervise internal and external health planning activities and communication with external partners provided by the Public Information Officer (PIO). This position will supervise the Public Health Emergency Preparedness team (EP) working collaboratively with the County EP team. This position will lead internal strategic planning, quality improvement, health equity planning and accreditation (PHAB) preparation, overseeing the scope, development, implementation and monitoring of these processes, including written plans, policy development, presentations and staff education. This position will oversee the Local Health Improvement Coalition (LHIC) and planning process, develop the Local Health Improvement Plan based on local data, state data and guidance, coordinate the Community Health Needs Assessment with community partners and supervise staff who support local health planning. This position will also play a central role in community outreach by collaborating with internal bureaus to address community needs. This position will supervise the Public Health Emergency Preparedness Program, including internal and external planning and communications to prepare staff and support local emergency response. This position will also lead external communication strategies with the Health Education team on social media platforms, ensuring plain language and branding.

Requirements

  • A Bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field.
  • Six years professional experience in health services, three years must have been in Health Services professional clinical or administrative services in areas other than Mental Health, Developmental Disabilities or Addictions and four years must have been at the managerial or supervisory level.
  • Candidates may substitute the possession of a Master’s degree or Doctorate degree in a health or human services field from an accredited college or university for up to two years of the required general experience.
  • Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in another field plus an additional year of professional experience in health services may be substituted for the required education.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health related field of work on a year-for-year basis for the required experience and education.
