About The Position

The Program Administrator 3 manages the statewide Use of Force Dashboard and Database, ensuring its functionality, data quality, and user support. This role involves performing data quality assurance for Use of Force packets, running routine and specialized reports, and collaborating with IT for system improvements. The administrator identifies training needs through trend analysis, develops and updates Use of Force curricula, and coordinates training sessions. Key responsibilities include conducting Use of Force investigations, serving as a Subject Matter Expert (SME) in arbitration hearings, and leading policy review and revision. The position also involves implementing and documenting After-Action Review processes for critical incidents and collaborating with leadership on policy and strategic initiatives. Furthermore, the role administers the Critical Incident Management program, developing incident response guidance, monitoring institutional readiness, and preparing performance reports. The administrator designs and delivers training, leads drills and exercises, and provides real-time support during incidents. Maintaining interagency relationships and acting as a liaison to OEMA are also part of the role. Specific duties include conducting various required drills (CIM Tabletop, Escape, IT System Failure, Staff Accountability) and ensuring institutional CIM policy components are maintained and updated. The administrator also provides technical and administrative support to security leadership, assisting with policy compliance, data review, incident documentation, and coordinating security-related activities.

Requirements

  • 5 yrs. trg. or 5 yrs. exp. in business administration, management or public administration.
  • Completion of undergraduate core program in business administration, management or public administration; 36 mos. trg. or 36 mos. exp. in supervisory, administrative &/or managerial position.
  • Completion of undergraduate core program for academic field of study commensurate with program area to be assigned per approved Position Description on File; 36 mos. trg. or 36 mos. exp. in supervisory, administrative, managerial &/or staff position involving planning, research &/or policy/procedure development.

Responsibilities

  • Manage statewide Use of Force Dashboard and Use of Force Database (UOFDB); ensure functionality, data quality, and user support.
  • Perform data quality assurance for UOF packets; validate completeness, identify errors (e.g., duplicates), and ensure accurate investigator assignments and document uploads.
  • Run routine/specialized UOF reports; collaborate with IT/programming to troubleshoot defects, implement improvements, and maintain system performance.
  • Identify training needs from trend analysis; develop and update UOF curricula (e.g., instructor recertification cycle, investigator training, NEO, in-service, DOTS supervisor content).
  • Coordinate quarterly/as-needed sessions at CTA; schedule instructors, rooms, materials, and recertification milestones.
  • Conduct UOF investigations as assigned by Regional Directors; ensure thorough, timely, and policy-aligned findings.
  • Serve as SME in UOF arbitration hearings; prepare summaries, exhibits, and testimony as needed.
  • Lead/participate in UOF policy review and revision; draft updates and implementation guidance.
  • Serve as chair/member of designated departmental teams as assigned.
  • Implement, evaluate, and document standardized After‑Action Review (AAR) processes for all Level II+ incidents per statewide directives.
  • Collaborate directly with Deputy Directors, Regional Directors, and the Bureau Chief during UOF packet reviews, policy revision cycles, and strategic initiatives.
  • Participate in statewide UOF policy development, legal compliance review, version control, and implementation planning.
  • Support statewide integration of UOF trend analysis into training, risk mitigation, and performance improvement strategies.
  • Administer ODRC’s Critical Incident Management program; implement standards, protocols, and readiness objectives across institutions.
  • Develop and maintain incident response guidance, checklists, forms, and procedures for facility and department-level operations.
  • Monitor institutional readiness through scheduled/unscheduled assessments; review after-action reports for accuracy, completeness, and alignment with policy.
  • Prepare performance reports; brief leadership on findings and corrective actions.
  • Design, coordinate, and deliver training; lead tabletop, functional, and full-scale drills/exercises in accordance with policy and statewide standards.
  • Provide real-time support during incidents (on-scene or remote); verify compliance with protocol, facilitate communication, and support command/post-incident processes.
  • Participate in development/revision of emergency management and critical incident policies; integrate industry best practices and ODRC lessons learned.
  • Maintain interagency relationships (e.g., emergency management entities); represent the department in preparedness and response workgroups.
  • Act as departments liaison to OEMA.
  • Conduct annual CIM Tabletop Exercise at Local Support Agency (LSA) meetings and document dates, topics, and participants.
  • Conduct required Escape Drills (310‑SEC‑19) including Interior Command Post functional exercises with OSHP participation.
  • Conduct IT System Failure Command Post Exercises annually and update institutional response protocols accordingly.
  • Conduct required Staff Accountability Drills (minimum three annually) ensuring compliance with 45‑minute standard.
  • Maintain, verify, and annually update institutional CIM policy components, including: authorized Incident Commanders list, External and Internal Command Post locations, activation plan resource list, employee notification sequences, recall lists (alphabetical & priority), and staging areas.
  • Ensure CIM manuals and institutional emergency binders reflect current statewide policy requirements and revisions.
  • Monitor institutional completion and documentation of all CIM exercise requirements and ensure corrective actions are implemented.
  • Provide support in the absence of Security Administrators for institutional and statewide security operations by assisting with policy compliance, data review, incident documentation, coordination of security-related activities, site visits and vulnerability assessments.
  • Provide technical and administrative support to security leadership, assists with monitoring operational practices, reviews reports for accuracy, and helps ensure alignment with ODRC safety and security standards.
  • Contribute to training coordination, support incident reviews, and assist in implementing departmental directives as assigned.
