About The Position

Leads contractor IT acquisition support for DLA's MedLog programs (DMLSS-Wholesale and FEAMS), providing end-to-end acquisition lifecycle management and program budget execution support for BCAT II and III programs. This role is the primary driver of all PPBE cycle documentation, Investment Review Board (IRB) submissions, solicitation package development, headquarters compliance reporting, and trading partner agreement coordination. Reports to the Task Order Project Manager and directly supports the Government Program Manager on daily acquisition and budget matters. Supervises a second Program Acquisition Manager (non-key) and a Program Acquisition Analyst.

Requirements

  • Three (3) years of experience in program management for Acquisition Category (ACAT) programs and non-ACAT programs
  • Demonstrated experience with the IT acquisition lifecycle process and acquisition milestones
  • Experience managing, reviewing, and analyzing a variety of source and acquisition documentation
  • Secret Clearance - Current Tier 3/NACLC/ANACI investigation at time of proposal submission
  • Proficiency with Microsoft Office Suite including Project, Excel, SharePoint, and Teams

Nice To Haves

  • Direct experience supporting DLA programs or DLA Troop Support
  • Familiarity with BCAT II/III acquisition oversight requirements and Authority to Proceed (ATP) processes
  • Experience with PPBE cycle and drafting PBR/IRB/IT300 documentation for DoD programs
  • Experience with G-Invoicing and interagency support agreement coordination
  • Knowledge of DLA Enterprise Business System (EBS), Wide Area Workflow (WAWF), DITPR/DITMR, Program Budget Requirements Portal (PBRP), and Archer EWSC
  • Experience with Internal Use Software (IUS) standards per the Financial Management Regulation (FMR)
  • DAWIA certification or Defense Acquisition University (DAU) coursework

Responsibilities

  • Lead development of all Programming, Planning, Budgeting, and Execution (PPBE) cycle documentation including Program Budget Review (PBR) artifacts and Annual Operating Plan inputs
  • Draft Investment Review Board (IRB) submissions, Business Case Analyses (BCAs), and OMB IT300 artifacts for DLA, DoD, and OSD technology and budget officials
  • Develop approximately 6 solicitation packages per year for MedLog service contracting support, including PWS, cost estimates, budget execution documents, justifications, and explanatory memos
  • Prepare, revise, and update all acquisition documentation required by OSD directives and DLA PEO/Milestone Decision Authority expectations for Authority to Proceed (ATP) decisions
  • Create and maintain Capability Requirements Documents (CRDs), Capability Implementation Plans (CIPs), Information Support Plans, System Engineering Plans, and Test and Evaluation Master Plans
  • Function as liaison between Government Program Manager and J62 Portfolio Manager's staff ensuring proper flow-down of taskings and portfolio requirements
  • Draft and coordinate support agreements with trading partners (VA, Military Services, Combat Support Agencies) through the G-INV system for agreement routing, payment tracking, and funding transfers
  • Manage the risk registry process with monthly updates, impact analyses, and recommended mitigations
  • Coordinate In-Process Reviews (IPRs) and milestone events with program governance bodies
  • Maintain weekly budget tracking spreadsheets with real-time visibility into execution rates, obligation balances, and projected shortfalls
  • Conduct impact analyses, what-if scenarios, and risk assessments with cost estimates for alternatives given budget, schedule, or technical parameter variations
  • Respond to higher headquarters taskings (RAVEN/TMT) within required timelines
  • Produce program status and informational briefings for audiences ranging from working-level staff to senior leadership and OSD officials
