SAIC's Horizon program is seeking a Program Acquisition Budget Specialist to support the U.S. Space Forces (USSF) mission of delivering warfighter capability via the Program Executive Officer for Space Combat Power (SCP). The position is available in El Segundo, California. In this position you will get the opportunity to initiate and develop the next generation space-based geosynchronous surveillance and reconnaissance system to provide critical Space Domain Awareness to the United States Space Command and its partners. You will help define and implement a novel acquisition strategy to leverage commercial solutions for high-value military functions, paving the way for new players in the national security space market. The Horizon program provides engineering development and integration expertise in support of various capabilities that protect and defend the Nation's most valuable space assets. Our team serves at the forefront of this mission area advising and assisting the Government with their architecture and full lifecycle systems engineering processes that enable capability delivery to meet warfighter needs. Fun stuff on the job: Oversee and manage the operational aspects of new and ongoing projects and serve as liaison between project management and planning, project team, and line management. Manage financial resourcing for current and future DoD acquisition programs with diverse funding types including Procurement, Research and Development, and Operations and Maintenance, using the DoD Planning, Programming, Budgeting & Execution (PPBE) process. Assist in the development and coordination of Program Objective Memorandum (POM) inputs, Unfunded Requirements (UFR) / Unfunded Priority Lists (UPL), and Acquisition Strategy Panel (ASP) documentation. Assist in production and management of contract actions (RFP through award and execution). Help plan acquisition strategies for various projects ranging from tech developments to full Programs of Record (PoR). Coordinate financial issues, tasks, and requests for senior leader decision and information briefings. Develop mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients. Coordinate with subject matter experts to identify and refine budgetary estimates. Coordinate and attend financial management meetings and reviews. Interface with senior leaders and pentagon AQ staff members. Participate in budget queries & prepare financial status reports. Perform budget execution and administration work involving monitoring current year and prior year obligations incurred and actual expenditures of budgets. Perform budget formulation work involving preparation of detailed analyses and estimates of funding needs for one or more budget years. Coordinate with stakeholders and decisional offices in the PPBE process, including SSC, SAF/SQ, SAF/FMB, OSD/A&S & CAPE, USSPACECOM, USINDOPACOM, and OMB.
