The Program Manager, in collaboration with the Director of Day Services, provides operational oversight of assigned Day Program location, including development and implementation of all program curricula and activities within program buildings and in the community to meet the needs, choices, and interests of the individuals supported in the program, partnering with appropriate parties to ensure required documentation and forms are completed for files and billing, ensuring effective fiscal management, hiring and disciplinary actions for staff, and interfacing with outside agencies and funding sources.

  • Manage all aspects of daily operations of assigned adult day support services including but not limited to meeting budgetary guidelines through budgetary review and oversight of spending.
  • Review services provided in accordance with Individual Service Plans (ISPs) and Behavioral Support Plans (BSPs) through observation of program activities and review of documentation.
  • Provide staff support through training, coaching and feedback to ensure compliance with regulatory guidelines.
  • Review attendance targets and ensure completion of client billing.
  • In coordination with the Director of Day Services, re/design program model, and continually evaluate all programming and services.
  • Maintain direct supervision and oversight of day support services, activities, and curricula within assigned location.
  • Oversee implementation of all regulations and procedures regarding record keeping for individuals.
  • Provide linkage between Day and Residential Programs through communication and documentation.
  • Oversee implementation and training of staff of all participants' ISPs and BSPs.
  • Oversee staff provision of services as specified in the program design.
  • Oversee staff provision of appropriate personal and physical care for individuals.
  • Complete or ensure the completion of required/designated program documents.
  • Initiate communication and outreach to various companies or community organizations for potential partnerships.
  • Oversee program staff adherence to all safety policies and procedures.
  • Participate in interdisciplinary team (IDT) meetings and ISP meetings.
  • Educate staff and implement measures to ensure full compliance with applicable state regulations.
  • Develop and nurture relationships with external contacts.
  • Assist Director of Day Services in developing plans of correction regarding licensure certification reviews.
  • Monitor methods of ongoing quality assurance regarding compliance with all licensure and certification standards.
  • Work cooperatively with other Elwyn management staff.
  • Actively participate in teams, committees or special events as directed by supervisor.
  • Complete all employee timekeeping and payroll activities.
  • Complete all consultant scheduling in support of program operational needs.
  • Complete incident management tasks as needed.
  • Assist in conducting operational investigations of incidents.
  • Communicate any changes in policy or procedure to all assigned staff.
  • Encourage staff feedback to improve program services and employee engagement.
  • Order art and activity supplies for Day Program activities.
  • Anticipate future needed changes or problem areas and implement effective action.
  • Maintain files on all staff at assigned program(s).
  • Provide supervision of assigned staff in recruitment, selection, leadership, coaching, training, performance management, promotion, discipline and termination.
  • Work with, understand, and comply with terms and conditions of collective bargaining agreements (CBA).
  • Maintain current state-mandated training and certifications.
  • Cooperate with Elwyn New Jersey and the State of New Jersey Department of Human Services during inspections.
  • Perform cardiopulmonary resuscitation (CPR), first aid, safety care crisis intervention, and medication administration.
  • Perform other duties as assigned.
  • High School diploma or equivalent; associates or bachelors degree in human services related field preferred.
  • Five (5) years of experience working with people with intellectual and developmental disabilities.
  • Two (2) years of supervisory experience.
  • Previous experience working within and managing a unionized workforce preferred.
  • Non-profit human service experience highly preferred.
  • Knowledge and experience in program design including assessment, development and implementation of individual program plans.
  • Working knowledge of fiscal management and budget process.
  • The ability to alter working hours as needed.
  • Demonstrated knowledge of applicable state program regulations.
  • Demonstrated ability to work effectively as part of a team and to lead a team.
  • Ability to work in a fast-paced environment and manage and prioritize multiple, often competing, priorities.
  • Demonstrated strong attention to detail.
  • Demonstrated strong time management and organizational skills.
  • Demonstrated excellent judgment with the ability to independently solve problems and make decisions.
  • Demonstrated ability to anticipate future needed changes or identify problem areas.
  • Must be able to perform CPR, first aid, and safety care using agency-trained protocols.
  • Must possess excellent customer interaction, collaboration, presentation, and written and verbal communication skills.
  • Demonstrated intermediate experience with Microsoft Office applications.
  • Experience using/knowledge of Electronic Health Record (EHR) / Electronic Medical Record (EMR) preferred.
  • Must submit to a criminal background check and be determined to be not disqualified by the New Jersey Department of Human Services.
  • Must agree to have their name checked against the New Jersey Central Registry of Offenders Against Individuals with Developmental Disabilities and NJ Child Abuse Registry (CARI).
  • Must have current, valid driver's license in state of residence, three (3) years driving experience in the United States, and acceptable driving record.
  • Previous experience working within and managing a unionized workforce preferred.
  • Non-profit human service experience highly preferred.
